Troop transports, landing crafts, that kind of thing. Not all transports are like an Adv. Train. Watch a dang D-Day movie, thats what transports are used for in attacks.

I don't think that is what he meant, I think he meant that they themselves aren't used to attack something in the same way warships attack something.
