This is how it is on a fresh char. Asked the current CR lead if this was right, response was no.
Maquis is also listed as neutral on the official faction page of CR. (See here )

There's also several rumor issues from bases changing ownership (Battleship Oblique) and the whole Gallic Junker purge (Monte Carlo). If there's actual dev interest I'll spend some time going through everything in Gallia for a proper revision.
