Before i start with the matter at hand, for SCEC, i have to do introductions first i believe. I am Michael Richard, Fleet Admiral of Crayter Fleet, member of Quorum of Crayter Federative Republic.
To this day, we have been close allies, however some diplomatic quirks prevented technology Exchange before. However, now the waves are calm and this is the time to do it. I believe Expeditionary Corps's scientific prowess and Crayter's 53rd "Aithne" Research Squadron will play a key in this endeavour. We are mainly interested in your snubcraft guns, "Kalashnikov" and "Dragunov" Series of guns. And from previous requests, i know that Revolutionary Army is interested in our EVO-2B "Nyx" Space Superiority Fighter and "Atlas" Heavy Transport mainly. We are also interested in your "Saboteur" Heavy Fighter in addition to guns. Do you believe such an Exchange is within the possibilities?
Richard, out.
Signed, Michael Richard

TO: Field Admiral Michael Richard FROM: SCEC CRO Mstislav Belov RE: Request
Comrade Richard,
This is the first official contact between Crayter Republic and the SCEC. Thus, I deem it appropriate to introduce myself: I am Doctor Mstislav Belov, current Chief Reearch Officer, overseeing activities of the Expeditionary Corps. Your proposal is intriguing. For simplicity and convenience, I will state our position in two separate points.
Guns. Due to your allied status to the People's Republic, I believe there should be no issues with this request. However, this is withing scope of the high politicum that SCRA is in charge of. SCEC do sometimes engage in diplomacy, but this kind of agreement is to be concurred by the Premier Himself or his representative. Once their clearance is expressly granted, the deal can be stricken. I should note, that in SCEC we have been looking attentively at the video logs of the performance of Crayterian capital vessels in the clashes in Tau against Gallian imperialists and cardamine-addicts of Malta. We cannot hold our amusement and express our respect to Crayetrian engineers on building such a formidable and effective vessel. If the deal with the guns and lesser spacecrafts is solidified, maybe we will inquire regarding a joint project on construction of such a vessel.
Scientific Collaboration. Personally, I see no reasons that the High Commissariat for Science and Technological Advancement and comrade Novikov will reject this proposal. However, them being bureaucrats, they do not clearly understand our daily agenda. The whole research agreement between two parties is a serious diplomatic stems with real political ramifications. Therefore, it is much easier to start with separate join scientific projects. Those are easier to plan, finance, and explain to the superiors. We suggest that your scientific division send us the research framework with the at least scope and objectives so that we can estimate our resources and, if those are appropriate, allocate adequate forces. It might sound like an unnecessary bureaucracy I have just been criticising, however that is how science works - precision and accuracy. Hope you understand our concerns and reasons for them.
This said, please allow, comrade, to assure you of our enduring support and respect for the cause of Crayeter Republic and deep esteem for you personally. I hope, that this message is one of the many, indicating the friendly and mutually beneficial relations between the Republic of Crayter and the Coalition.
