Comrade Commissar,

Acknowledged. Pardon my language, but seems like our Field Marshall did not aclimatised to his new role yet. Everything that happens in SCEC stays in SCEC. We're not tempering with the Armee's internal business and they should not temper with ours. I'll assure that it stays that way.

Despite a little interruption. I can now aprove that Rachel Sloane is not a Spy and is trustfull. I only have to mention her stress resistance, that is a bit weak. So we should go easy on her after all she is a scientist not a fighter. Also I am on the way with the Chip she had.

Priwjet,

Due to the recent interrogation von Rachel Slone a thought crawle up in my mind, a thought that wouldn't disapear. My former Flagship as Oberstarbeiter back in the Union needs a overhaul, the "Abomination". Due to my escape from Bering and after a last dock in Koeln, where I picked up what was im portant for me, it took serious damadge on the reactor. I runned some test for some reason the reactor keeps to malfunction when my engineers try to bring it over 10%. Don't get me wrong, the Ships the Coalition let's me use are far more greater than the "Abomination", but I am used to her and using her. Not thinking what would be possible if we not only repair the reactor, but also upgrade it.

Please think over it,

Faithfully,

Comrades.

It is with pride to let you know that, the C.R.O of the SCEC has been recovered. After the horrendous incident in our Rostok installation, we never thought that he will be alive. Not only Rostok has been repaired, Comrade Mstislav Belov is looking way more fit for his roles and newer abilities, as Kasatkin might say. It's safe to worry no more. Comrade Belov will be as usually overseeing the S.C.E.C and it's internal and external operations, like he used to, in the past. As of me, I will be back to my original tasks. More things to overcome, for the greater good.

For now, we all should stand solid. For the betterment of the Coalition. Dosvidanya.

Comrade Commissar, Agents,

Attached Transmission will say everything for me. Agents, you're authorised to inspect the area and reinforce our influence in the sector, also provide assistance to DWR and TSB forces. And I'm reminding you - under any circumstances, do not mention our existance. For everyone outside of SCEC, even for Mehmed Selim. Lukas Keller and, Lenin forbid, your mother, we're the Security Cell. Any questions?

RE: My return
Encryption: <Heuristic Encryption Protocol V.01>

Dear comrades,

As far as you probably know, I have returned to carrying out my duties as the CRO. It was a difficult recovery but due to some old friends it was possible for me to walk and speak on my own again. I am grateful to every one of you for your service. You can be sure that what is coming next will be no less impressive than what we have achieved so far.

Firstly, I would like to report on recent acquisition of the samples of Asurite gas and Xeno Relics. During my recent venture in deep Omicrons with the escort of quite helpful then-recruit and now-commissar of His Watchful Eye Natalia Koutolika on CPW "Svetlana", we managed to convince an independent miner to assist us with getting Asurite gas for our research. Preliminary studies indicate that it serves as a fuel and energy source for the REDACTED. However, the comparison of exotermal reaction thereof with our current hybrid fusion-fission reactor indicated the superiority of the latter. Thus, further studies of Asurite as an energy source are advised to be ceased. Its value as a chemical compound is yet to be studied. Remember, it is an artificially non-human produced compound and therefore, all necessary precautions are to be observed. Xeno artifacts are also to be studied afterwards in terms of the materials they consist of, and possible application.

Samples safely delivered

Second, after some intelligence kindly provided by our comrades, we checked Rostok research facility in Anatolia system. The facility is still intact and was recently repaired and refurbished by our automatic transports. Although this place almost became a grave for me, I still do believe that the colonisation efforts are possible and can yield benefits for the Coalition and our research. In this regard, it is advisable to strengthen security of the facility and on-the-surface installations. Perhaps, we will deploy automatic gun platforms in the future. The base is open to all SCEC personnel effective from today.

Third, after observing what our comrades under Academic Kasatkin achieved while away from state bureaucracy and curious eyes of the politicians-supervisors, I want to adopt some of their experience. We shall work more tightly with Agency 72 and join their efforts in a few projects. Namely, it is the project "Overlord" and "Volhv". In this regard, there will be some changes in our policy but nothing regular personnel should worry about. This is not a warning, but an invitation to those who wish to extend their physical, and perhaps, mental capabilities. I will not lie - you will have to pay a great price - cybernetic augmenation is always a double edged sword. On the other hand, I have never felt as great as I do now, feeling the very power of technology that we are studying on my fingertips. Comrade Commander Stanislav already departed for the participation and will be unavailable for some time. If you have questions or audacious enough to volunteer in the absence of additional information - let me know. You have my assurances that it will be under my personal control and shall remain a secret.

Let me reiterate my being excited about returning to serve with you and my assurances of the future.
Serve the Motherland gloriously, and remember: failure is not an option.

Dr. Mstislav Belov

Agents, Doctor Belov.

I've got an idea of how to improve a performance for Sipukha's reconnaissances, although, it sounds easier than done. In short - why don't we try to construct a cloaking interface that, in theory, would work infinitely? If I remember correctly, our forces had such interfaces back in the Sol system, so why don't we try to replicate this technology? If you ever decide to go for this project, you will have a working space, and for instance - "Pripyat" herself. If the first exemplar succeeds, we might aswell pass the same replicas to our other Capital Ships, not mentioning snubcraft vessels.

RE: Updates
Encryption: <Heuristic Encryption Protocol V.01>

Dear comrades,

Recent month has not been the most fruitful in terms of reports and official actions, yet I assure you that under the table our work is continuing full pace. CPRV "Plesetsk" fulfilling its duty of a mobile command centre has been extensively traversing throughout the sector carrying out diverse tasks, mostly collecting samples of flora and fauna, minerals, and mapping the distant systems. Since "Plesetsk" was barely to be found within Coalition space, the reports were limited and I could not be heard from.

We can conclude that after the upheaval in Omicron Delta system with the terrorist attack on Freeport 11 the situation has returned to being stable. Availing the opportunity, we collected samples of various isotopes of Iridium and delivered them safely to Mykolaiv for further studies. We also managed to retrieve samples of various hard-to-reach ores from Kusari with the help of the Commissariat and Apostatas. During the expedition to Kusari we met an Outcast going rogue: selling their secrets and giving away samples of technologies. Unfortunately, we encountered a massive fleet of KNF and the contact did not make it. The samples and the fleet made it out safe. However, the reaction of the KNF implies there might be a conflict between Kusari and the Crayter Republic in the nearest future. The absence of active Blood Dragon cells is also worrisome as we are left with no allies in Kusari. Tread there with extra caution.

Domestically, I have been working closely with the Agency 72 as of recently and can report that the projects that they invite us to are very and very promising. As of now I cannot report much, but I am sure you will hear more about it in the future, as well as participate in them.

As for the request of Comrade Grachov - it is indeed crucial for us to further and intensify the development of Coalition-based cloak systems. I believe, that the archives have some data on the pre-Sirius Coalition stealth technologies that do not require azurite and/or other alien materials to work. With our access to advanced fast neutrons hybrid fusion-fission cores, the output of energy shall suffice to uphold the technology, especially given that it used to work back during the War of Sol with less advanced technologies. I will dispatch orders to dedicate more personnel to the project. As soon as everything is set up, I will report back to you, Major Grachov.

For the rest of the personnel - we have a lot of unfinished projects and unfinished projects that I am still waiting reports on. While I will be finalising some accords in terms of our diplomatic activities, I expect no less than full dedication to our cause. The underperforming staff will be reprimanded and cut off on some benefits that the SCEC provides. Ultimately, your insufficient dedication can be construed as a sabotage of People's progress and, effectively, a treason with all subsequent consequences. Have this in mind, I bet no one is willing to see the Commissariat and report on this.

Serve the Motherland gloriously, and remember: failure is not an option.

Dr. Mstislav Belov

Dear comrades,

We received a formal permission from the Crayter Republic to be temporarily dislocated in Coronado system for our Tau expedition. Therefore, available personnel is to report in this channel and report to Sabah Shipyard in Coronado system. CPRV-Plesetsk has already carried out a brief recon flight and encountered a few anomalies deserving our attention. The communication channel with the Crayterians is hereby open to the acting personnel so please report your vessel if it is a capital ship to the Crayterian authorities upon the arrival.

Orders dispatched, I expect their prompt execution.

RE: Orders to TFS

Comrades!

The current situation in Omega 49 is getting tense. The presence of Bretoniam battlegroup led by "Stirling" is causing the unrest among the locals and raises concerns among the Coalition leadership. The negotiations with the Kingdom are still continuing, however we need to ensure that the local populace understands the position of the Coalition and what is at stake, as well as we need to understand the position of the locals. In this regard, your TFS is dispatched to Omega 49 to:
  1. collect information on the position of the local zoners.
  2. propagate Coalition's position
  3. embed the ideas favourable to the Coalition regarding the negotiations.

The whole system going under Bretonian banner is viewed as a fair deal by Bretonians given the Gallic war, however this position inevitably means the loss of the whole system of us in the future despite getting any privileges in the beginning. Therefore, our position is to keep the system under Zoner control. If the position of the Coalition can be strengthened - you ar efree to pursue such opportunities, but the priority is ensuring the status quo of the system and supporting the locals favourable of this idea (who are many).

You have your orders, I trust in your professionalism.

Dr. Mstislav Belov
