When Bretonia was attacked by Gallia, and realized how desperate the situation was, civilian volunteers with combat-worthy ships were called on to defend their homes and families, a concept somewhat similar to those civilian boats aiding the Royal Navy in Operation Dynamo, also known as the evacuation of Dunkirk, in World War II. They were collectively named the Civil Defense Initiative, and their corps included escort and security ships and pilots from various trade corporations, such as Bowex or the BMM, but also private ships. I suppose the WSC's escort/security wing can be counted in the CDI, too.

They were mostly employed in Omega-3, because the BAF had fewest ships deployed in that system and mainly left it for the BPA to patrol, but it makes a lot of sense to heavily utilize the CDI in New London now, as the system where most civilians live is now under attack.
