//far as being neutral goes theres only 2 factions i even consider not pirateing Zoners and Junkers, the latter may still get it and only full Zoner IFF / ID traders are gonna slide by, as we all know some ya traders out there like to pretend to be zoners for free passage while trying to be lazy about your IFF. I think this is exactly right. It makes sense to "tax" if the pirate faction controls the system or a large part of it (as a toll or fee for passing through without being destroyed), but a pirate can't "tax" in a house system or a system controlled by someone else. Sometimes I'll even challenge that when I'm pirated. This may seem nitpicky, but our RP needs to make sense.
Anyway, I think focusing on cargo first makes sense for most pirates, but credits have their place, too. Since "real" pirates would often want to take the target ship, and not just cargo, credits can be considered in lieu of the ship since the game doesn't allow comandeering.
Regardless about the sanction. The general topic is the key. The PR shouldn't relay the Topics host. Xeno's are terrorist are they able to tax? or Attack traders for loot? I still am not clear if Xeno's are pirates or Terrorist.
Attacking empty traders seems to be a bad choice for the pirate/ Terrorist. Traders usually don't care about 2mil when they have a load thats worth over 7.5 million. Thats still a good amount back plus you don't have issues with the pirates.

Comes up to you and demands 2mil and the trader replies i don't have 2million i have 30k, and the pirate still attacks and kills. Then take action in the forums. But not if can cover the amount in one trip.

You really have to take into account the purpose of the pirate. Not all of them are simply out to get your cargo or money, but due to the rules we have to use those as a pretense for everything we do.
My outcast Visas is a good example. She's the leader of a religious cult that worships the nomads, and she's on a crusade to 'cleanse' Sirius of all non-believers. Now, the outcasts ID isnt a terrorist ID, so I cant just attack people on sight that dont agree with me. Therefor, I ask for a "donation to prove your devotion and faith to the holy spirits". If you dont 'donate' the meager amount of credits I ask for, you get blown up - it's the same as a pirate taxing or asking for cargo.
A meager amount isn't 2million it's always makes me laugh when pirates set there own donation price. Besides on the RP side it could be consider a crime to donate money to a rebel group. So shouldn't i have the right not to commit a crime?

edit: Note the "voluntarily" funny how that word doesn't fit the pirate operations. Grant it if it has some weak connotation of RP like the "holy spirits" then yea kinda make it work. Be more clever than just shooting them up. That lacks real good basis of RP. How can anyone donate to something they don't understand. Why not explain to them the "Holy Spirits" then they might just pay you to leave them alone.

donation is simply a kind way of asking you to give up your money or suffer the consequences.
Keep in mind my character is a religious figure, churches ask for donations all the time. My church will just torture you if you dont donate :P
Also, I only request one million per person in the group I'm pirating with. I never pirate alone because my ship has no cruise disruptor, i've always got an outcast or nomad around with a train CD to keep the target still. If I have one escort, I ask for 2 million, if I have two escorts, I ask for 3 million. Usually nothing over that.
Thats not a donation call it a "Faithful Communal Collection." Then they can't be confused if it's a choice to give. Then people would be like
"UH? whats this? OH your clever way of saying that your desperate for money has made me want to give you an extra 4million keep up the good work."
I did that to someone who I found to enjoy the way he presented himself. It's wasn't the cookie cutout pirate.
Edit: To make the comment about Donate is the a simple way to say payup or die. Do you know what people did to me for awhile...the word donate would haunt me. The Red Cross was sitting at Wal-Mart and a lady ask "Would you care to donate?" For some reason I began to be afraid...plotting running routes...and I forked over 50 bucks...so they would leave me alone...gah.....scary...

In the Middle Ages, if you didn't pay the church's tithes you got the equivalent of a firing squad.
I try to do more along the lines of "That was very nasty. If you pay me ___ I might forget I saw that." when people are nasty, like when a trader hired a capswarm to tank our RHA/Bundschuh fighter group (they got pwnzorz, btw).
asking for a donation is actually fine. - only a very naive trader would anticipate this kind of a "donation" with something voluntarily. - of COURSE it means "pay me or die" - and everyone knows it.
however, there is a problem about it. - when a pirate asks for a donation without a specific amount of money - and gets like 10.000 credits offered only. - the blame is on him. - the trader fulfilled his part of the "trade" by paying the pirate up - so he has done all the pirate has asked for and the pirate must leave him be - for that time.
so, from the point of view of the pirate, its better to ask for a specific amount from the start. so when a pirate says "may i ask for a little donation of 500.000" - it does not mean "oh, its up to you if you like to support us or not" - it means "pay or die, but i m currently still quite polite..." - any trader that thinks otherwise is foolish.
when someone points a gun at you and asks you in a gentleman fashion to "please get down to your knees and hands up" - he doesn t mean to give you a choice. - he is just polite, but can turn quite determined when you do not comply.
Just because its n ot profitable doesnt make it bad RP. After all our characters can be stupid and have off days too.
If stupid was ooRP then we would not have minor car accidents in real life. Ever ask your self why are they takeing sooo long to get through that intersection?
I personally think its ooRP when a cop pulls me over for going 3 miles over the speed limit, when theres kidnappers out there.

I might have pirated you even if your ship was empty assumeing you were takeing your resource credits to go buy cargo. So, now after meeting me you'll just buy a little less.
Even the NPCs who have no cargo carry money many times.
