Corsairs abducting and buying Leeds refugees not only makes no sense as in motive and diplomacy, but is also in direct conflict with corsair law.

14. Transport of Tourists, VIPs, Passengers, Refugees, Slaves or Vacationers to Corsair bases (especially Planet Crete) is forbidden. Transports found bringing these cargoes in should be stopped, and sent out of Corsair territory or to offload their cargo on a nearby freeport. If the pilot refuses, Corsairs are authorized to destroy the offender, his ship and cargo.

And when it comes to pirating gaians :

7.a) Corsairs must not commit acts of treason against the Empire. Acts of treason include, but are not limited to:
nitiation of hostilities with Corsair allies*.
Deliberate sabotage of good relations with Corsair allies*.

So, it would seem that the event requires you take a freighter all the way to the sell point, not allowing you to drop the cargo for a larger transport. Making this event very difficult for the allied side, considering the distance to Gran Canaria.

Either allow transports, or give the allied side a closer sell point.
