Except these Criminal Organisations either have similar or larger populations than the European Union, their own planets, their own territory in space, their own shipyards, research stations, supply depots and more.
So in reality, both OCs and Corsairs can and would have 'corporations' within them. The only difference would really be how they define a 'corporation'.
I'd assume in this case, most business' that operate as OCs/Sairs are either too small scale and thus mostly insignificant, or directed by benefactors with ties to ruling structures.
Of course there will be an in-between as well, going from the insignificant to under the umbrella of whatever lord holds power within their area of interests.

Well, their modus operandi in space is written very clear, it's piracy and smuggling. Outcasts may have some factory on malta producing chew gum, it may be belonging to something like corporation even but it's irrelevant.

Singular planets mean there is little reason for business' to operate off of it, unless its for trade for things it cannot provide itself.
When you start to add in multiple bases and/or planets under the belt of a single faction, then you'll seen a development of transporting and logistics groups, and with that cross-planet trading (such as Soledad and Albegna). At the moment they specialise in traversing space as part of their trade they become a space based 'corporation', yet its probably disingenuous to think of them like that.

At the end of the day, I think the main reason why the large pirate factions don't have these mega corporations like you see from house-space is because they don't have the audience that would warrant such a thing to be created in the first place.
If the GC for example managed to take over Kusari, and the Outcasts were no long a 'hostile' faction to the state. Then there is a legitimate reason for OC corporations to pop up and territory for them to operate in. If GC Kusari would want that is a different matter.

Sure, they smuggle their population's housing, food, furniture, shipbuilding materials, etc.

If we insist on having these debates, at least apply real logic to them. Any NATION, which is the only way to look at star systems that have an inhabited planet, is going to have industrial/corporate presences.

They may or may not have multi-stellars, but just having corporations means they need to have an import/export function.

Maybe, but not nearly as big as say IC, Bowex, IDF etc. All that can be done with transports with cargo less than 5k.

Nation/House building player RP is incredibly harmful to the Outcasts and their gameplay purpose. Which is being a giant unlawful threat to more than half of the map. I see no particular reason to apply everyday logic over game design logic. If you want to play a corporation, there are plenty of Corporate IDs to choose from, a lot of corporations don't have proper faction representation at all and don't use the faction (Outcasts/Corsairs/The Order) that is not meant to be anything like it.

They did specify their mode of operation in 'space', which considering the OCs have 3 planets with which they inhabit. They'd likely have a space-based transporting industry in its infancy and not very robust.
Their military alternative, and their runners are likely to be different from those.

The only part of this I would disagree with is the idea that nation/house building for the OCs is harmful. I can understand what you mean in the traditional sense with Houses being 'lawful' entities.

But the OCs culture would make them by default, an unwelcome 'house' among the Sector's community. Even if they operated as a legal entity. The use of Cardamine and Slavery being two of the big reasons, as they operate under a different morality.

On the plus side, they also basically don't give a shit about the other houses and happily pirate them. But this on whole doesn't mean they couldn't become a recognized independent nation. Which they mostly are recognized as in RP.

I'd think of them more like the Maritime European Empires and their constant struggle against each other over resources, territory and influence. You could even point to the largest of those empires, Britain, as being one of the biggest drug dealers on the planet when they were forcing Opium into China.

You can't sit here and say "well LOGICALLY" in a game where the devs constantly go against logic for the sake of "balance"

The Outcast ID is one of if not THE most broken ID, it needs some form of nerf.

Either go against logic for balance, or go against balance for logic. You can't do both

Is it a common theme for outcasts/corsairs to be rocking around in 5kers then? I don’t think I’ve ever seen one.

If you do see one then shoot at it, it’s not like they’re able to defend themselves and very rarely do I see 5kers with any sort of armour.
