Reps have been tweaked so that MND can buy ships on Bundschuh Bases.

A little explanation as to why (I think) the oucome of the event is fixed, and why it can't be otherwise yet.
As far as I understand, Imperial Rheinland has been in the making for a while. It means that some work (perhaps a considerable part of it) was been done a while ago, over the course of the last months. Making the event's ultimate outcome determinable by players could result in all that work being for nothing. Token amendments (nothing drastic) might be possible at this point, but I'm no dev to say it for sure.
Even if devs decide to take player actions into account in the future, it will almost certainly increase the time between releases. That is, unless the changes aren't as big as the end of the Gallic war / the beginning of Imperial Rheinland.
P.S. I'm not affiliated with the Discovery team, so what I said above is just an educated guess.
