Registration parts I have no problems with, but I am against charging people a premium for buying ships.
I dont know what exactly the premium is there for either. For powertraders it just means they have to trade for two more hours. For RPers, its yet another obstacle to getting a battleship.
For instance, I would have a personal battleship if they cost less, but dislike long periods of trading too much to do so. In my opinion, the price of battleships are too high even now; an extra premium just further filters the RPers from the powertraders (that is, the powertraders get the ships, and the RPers go elsewhere).
However, Eppy wont budge if you try to go directly against him. I suggest you two have a calm chat over skype (where Eppy doesnt become a brick wall) or something... Im sure you can sort it out with him.
While i dont totally agree with the 100mil part. I think there needs to be a limit on Outcast cap ships, it seems Alpha is the new Liberty.
I cant log on without seeing ATLEAST 2 cruiser/destroyer class ships flying around. Its getting absurd. Perhaps not imposing prices on the ships Eppy, but denying the requests (that someone has already quoted, cant be bothered going back to look for it) that:
1. Contain 1337 speak. (lulz = immediate denial)
2. Dont have a reasonable knowledge of:
- English language (Flame fest to come, but if you cant understand english, then you cant follow the rules, which are written in said language)
- Outcast ZoI, Reputations, Ceasefire Agreements, Alliances and Laws. (Self explanatory)
- Discovery rules/regulations (Self explanatory again)
- Outcast chain of command.
- PVP Whoring definition
- Cap Whoring definition
- etc.
If someone can take the time to trade the value of 110 million credits plus. They can take the time to write a 3 paragraph explanation of why they deserve to fly Outcast capital ships, I think anything less than 3 paragraphs should be requested to re-write it. And anything LESS than 1/2 of A paragraph should be denied.
EDIT: Example of request that SHOULD be denied (Not only for the fact there is nothing to the request, but because he was just sanctioned)

If someone cant take the added 2 minutes to write a roleplay story to include some basic knowledge of the Outcasts. Perhaps saying 'I will defend Outcast installations and bases, including Malta, Cali and Ruiz, and only engage Corsairs in self defense, the defense of Outcast interests, or in a planned raid by one of the Outcast factions' which took less than 20 seconds to write, and accounts for so much more.
He obviously has little knowledge of the English language, little knowledge of the server rules (although, undoubtably abit more now) aswell as little common sense. We dont need any more Outcast capitals who cant follow simple rules, like dock raping, and avenging your other characters with larger ships (From completely different, HOSTILE factions, none the less)

The only trouble with that is that the ones who just want a destroyer or bigger ship will wait til they see no one in Alpha slide in buy the thing and slide out. Then you have to do the whole KoS deal and most of those types will not care because it gets them what they want. A fight against smaller ships that they can wipe out with their cap ship.
OR and i have seen this they fly in right in front of any Outcasts present and buy a ship and then either fly it out immediately or are told they have 36 hour to register it (some never do) or argue that they will not register and that there is nothing you can do (by the way they are right). Cap ship registration ONLY works for those who are here for the role playing. The cap whores and pvp whores ignore it and do their own thing. I think registering a cap ship along with a good RP request is a great idea for those who are here to RP but it just does not work for the rest.

The reason the Destroyer requires no direct forum RP is because the Outcast Destroyer is the most popular ship of its class in this entire bloody game. It would be IMPOSSIBLE to hunt them all down. But, if that's the way you want to play, fine! I'll rewrite it again. ALL the capships require RP. As for the Dreadnought, well, maybe I haven't made this perfectly clear:

SCARCITY, people. It says it in the infocard. The money is a deterrent. And so far it's worked pretty well, we've only had to deal with four Dreadnoughts under any kind of circumstance since we started this thing. But you know what? I'll say it, just for you:

And to be perfectly frank, I think you would, too. We paid billions of credits for that system; if there's a way to recoup our investment, why shouldn't we? In this case, it so happens to coincide with the need to control capwhoring. Excellent! Good deal! Milk it for everything it's worth! If you want to put us through the trouble of making sure your RP works then you can afford another few hours of trading.
And another note: Demonizing me won't change my mind. I'm like a bad case of Athlete's Foot: You can hate me all you want, but I still won't go away.:)

Don't get me wrong Epyon i agree with what you are trying to do. All i am saying is not all will allow you to do it. The Dreadnaught is supposed to be scarce it takes a lot of time and resources to construct just one of them not to mention the time and resources to construct lesser ships. They should not be bought or sold like a burger and fries at McDonalds. As for profiteering i say more power to you, you have something others want make them pay all they will to get it. I only wish there were rules (and i mean server rules) governing the purchase of cap ships. Not only would it make Capitol ships the power to be feared they are supposed to be but it would make a lot of these ooC and wrongful use of cap ship sanctions stop.

If this is an attempt to makle Outcast Dreadnoughts scarce then its not a very good one. The RM has managed to make Rheinland Battleships very scarce indeed, simply by banning them outright. You may not have one. End of. If this was truly an attempt to make them as scarce as they are supposed to be, surely taking a tried and tested method like that would be best.
All I see here is an attempt to fund the proposed capital ship fleet for the 101st Fighter Squadron. A capital fleet for which there is no associated RP I might add. If we are to hold non-faction members to a certain standard then I would expect we should hold all to a certain standard.

Eppy, the roleplay you deem worthy of getting a battleship should be reward enough for your crusade should it not? I agree with your ideals, but this is not the way to go. It'll only create resentment and anger, and neither of those things are good for the quiet life of Joe.
I do -not- support you charging people to register ships, that isn't on, and it screams of profiteering to me. You are in a position of power, which for the most part you deal with properly, please do not abuse it. This measure of getting people to pay de-bases your position on this, which is sad as you have a good point with limiting capships.
I -do- support there being some method of holding independant capship owners accountable, however getting people to pay you for them is not the way to go, it'll only make you very unpopular.
Eppy please re-think this, just regard the decent roleplay it will encourage as reward enough rather than trying to cut down on the hours you have to trade for.
