Sal's dead. I don't know who killed him, how or why. But what I do know is that there were a few people that were jealous of how much his humble little diner was earning, despite the planetary economy being what it is. I can't find anyone from his family either.
This isn't a request for help, I'm only telling you because for whatever reason, Sal seemed to like you. Obviously nobody's going to look into this, there's not even a passing mention of what happened in CNS articles. All the news that's fit for you, sure it is.

I got in touch with a mole I've been paying on the side.
According to him, the LPI quickly ruled the matter out as being just another suicide among the population of otherwise expendable resources. Suffice to say that I don't buy that conclusion. No, it's obvious someone wanted in on his business and intended to muscle him out of it, and maybe even dabble into the underworld using the diner as a front. This secondary line of thinking is just conjecture at this point, I don't have any leads about who did it, but it's obvious the local department's in on it.
At this point, my best bet will be to wait and see who tries to fill in the void that Sal's business has left, and when they do, to torch it. But that creates a problem, I still can't find anyone from his family, and if I wait then there's a good chance that I never will. What happens to them might not be my responsibility, but Sal was a helpful man. I think I owe it to him to make sure they're all still breathing.
That being the case, I'll have to put a bit of a squeeze on the good old mole, give him an incentive to start looking harder.

I just wanted to thank you for helping, even if you're a massive hypocrite hiding behind convenient moral codes. I find a small degree of comfort in the fact that Sal's family is safe, even though his oldest daughter's elected that she never wants to be helpless again. Despite my insistence that she go with her family and live a quiet life, she's gone and volunteered at the nearest Alliance recruitment office.
Puts me in a tough position, I don't want her in the movement, she's irrationally angry and absolutely green, but if I reject a volunteer on the basis of personal reasons that's going to cause controversy. I don't like the fact that I don't feel as if I have a choice in the matter, but at the same time if I entitled myself to one, it would come at the expense of her ability to choose.
Have I ever mentioned that I hate politics?
