[Systems]New York, Penny CTD

When ever you are docking in New York or Penny you get a CTD. Its constant and I have had it happen to me 5 times in 30 minutes while trying to do the big trade! Please look into this <3 <3 <3 Fix asap! <3 <3 <3

I suspect this is probably fixed as a lot of work was done dealing with CTDs in Liberty.
