No, you were not explicitly asking about registering to claim. Registration on a bounty board is restricted by the board operators. "Anyone is able to participate", rule 12.

Just so I am clear on what the "may participate" means: somebody like IC (for example) can register for Liberty Navy bounties, Bowex bounties, any of them, as long as the bounty operator allows IC (for example) to register for claims on that board? alternatively, Liberty Navy could register to claim bounties for ~GRN kills on the Bretonian board, if Bretonia allowed it?

Registering to claim is expressing intent to engage the named target(s). That is the gatekeeper. If your registration is accepted, you are authorized to engagbung. Gheis already confirmed that anybody could register, within reasonable RP, so there it is. This is not a grey area at all.

There are still requirements that have to be met, things like having positive rep with the bounty board and negative rep with the target(s), but almost every lawful and trade faction has that part already. One thing we're likely to see is some amount of filtering by the bounty board operators. Maybe Kusari wont let BOWEX register, for example. That's the only limiting factor now.

Regarding the bold, red text. You are wrong. Registering to claim is not expressing intent to hunt nor engage. It is expressing the intent that you wish to be paid for killing a target.

Anyone can register with any board so long as it fits within their role play. That does not give them the right to hunt targets like the BHG ID and Freelancer IDs do. It gives them the right to be paid for killing a target.

Zoners can't go around killing people for money.

Please show me that line on the Zoner ID. Here I'll even post it for you:

Doesn't say anywhere cannot kill for money

On the other hand, the new bounty rules say "any person/ID can register" which does include zoner

Mind you, registering for a bounty is one thing. Executing a bounty target in game is another entirely, and must be done within the allowances of your ID as far as engagement goes.

This line prevents Zoners from going You got a bounty on ya mate! Die! Zoners can only collect a bounty on some they've killed in self defense, to protect another trader, or defending a Zoner base (enforcing a NFZ).

Si si senor. This update does not give people free engagement rights. They are still bound by the engagement rules of their IDs.

Dunno where you're getting that from. The only geography restrictions on them are diplomatic.

Uh, no. Looking at my AI ID:

Vessels carrying this ID are controlled by an artificial intelligence, who:

1. Cannot engage in piracy.
2. Can actively hunt pirates and terrorists in systems that do not contain a jumpgate but cannot do so in systems that do contain a jumpgate.

Here's a map for it (Alaska is green for it though)
Green = 1 Jump Gate (no hunting here)
Black = 2+ Jump Gates (no hunting here)
White = No Jump Gates
Grey = No Jump Gates, but must travel through a black or green system in order to get to it

Behold! the reason I am asking for explicit rules. Suggestion

"NEW 12. Any character/ID may participate in the bounty system to cliaim payment for kills that were allowed by the character's ID. Additional engagment priviliges beyond those permitted by the ID are not allowed. Only the above regulations restrict involvement."

Already said, I think this should be allowed, it should be explicit to avoid the kind of weaponizing I have been talking about
