For me, it's synonym of griefing, where actions are only meant to harass/annoy/insult/disrupt others that and such actions are not justified by proper roleplay. Example, creating a fleet to siege a POB with ooRP agenda to get rid of due to ooRP dislike of such POB.

To keep it short, my two cents would be for example, behavior that can be reasonably perceived as detrimental or negative towards other players without much RP if at all and out of the blue.

To keep it even shorter and with another example, when a player targets players OOC regardless of RP context or factions involved. This one's a common sight around here, since before left and after I returned.

Making low effort bait threads purely for the sake of one’s own entertainment from the drama and misery of others. Oh wait, another bait thread popped up in the meantime! Someone is getting desperate.

Asking the question is answering it.

Can we assume this was a serious question and stick to that without using it to spread toxicity by sniping at each other, other media exist if that is your desire.

Otherwise things get hidden.

This is actually a pretty conclusive answer.
