I don't understand your question. Control what, exactly? The military can make local laws and regulations and probably has expanded powers in emergencies or martial law, but the rule of law is central to any republic, not militarism.
Also, Liberty is probably a republic, not a democracy. If it was a democracy, why haven't the workers in Colorado voted to nationalize the major corporations by now? Unless rich people are the majority in Liberty...

Decisions about what? Laws on importation and contraband are hardly the sort of thing warranting direct Executive intervention.

Let us discuss the possibility of having a Liberty Government Faction. Where theres elections, congressional hirings, and other fun RPing for those who enjoy being a politician. Where someone can truly same Liberty is a Democracy. Think about it.
Sadly, not many people want to roleplay civilians. You are basically proposing the active roleplaying of a civilian government, and it's fairly likely they wouldn't fly around much (the Manhattan bureaucrats probably live there, leaders might make political trips, go to meetings.. at best, you'd have a visit to a foreign embassy).
It's a cool idea, but best left to forum-RP, in my opinion.

I'd rather have lower level positions, Governor at the most, which aren't as dramatic in their ramifications.

I think it would be a healthy break from having "the military controlling the government."
The Military job is to protect the government and it's people. If the Military messes up who is going to slap there wrist? The summons? thats control by the military.

I don't know Liberty's economic policy, but it wouldn't surprise me if there was a hotbed of anti-German and protectionist sentiment in Congress. Militaries often have their own police services to police personnel, and typically the high command keeps things in line. If the high command goes nuts, that's the job of loyalists.

I see no senate approval or is that the Federal Laws?

Outcasts: An inner circle of major families, among them the Bonellos, the people leading the Reapers, the leaders of the Blue Lotus Syndicate and probably a Corsican family as well.
Corsairs: Similar to Outcasts, but with the major players being the Benitez, the Elders and likely some agricultural families as well.

My view of Liberty, at least, is that each of the 6 major systems has a governor, with similar powers to that of a State Governor in the US.
Many laws cover things outside the scope of the game, like vote buying, insider trading, internet (or equivalent ) scams, adoption, cruelty to animals etc.. planetary law would pretty much apply at the planetary level, which is something largely outside the game's scope. Hence, most laws we see in game are really either common laws enforced by the military due to prevalence (such as grand theft auto) and it's likely the Constitution speaks more of the operation of government than particular laws (save things like prohibiting establishing a state religion, for example)
The Liberty Government faction is a potentially interesting idea, but from my experience in the Corsair "Council," it gets real annoying real fast. Unless you actually have fun from bashing people around politically there really is no reason to do it. (Most of us in the council do, though)
I have a feeling that the faction leaders would want to keep control of their factions and not be subjected to the orders of someone not connected to whatever is happening ingame.

And where do the civilians word be put? If someone wants to change something do HAVE to join the LPI,LNS, LSF? Is it possible for players to have any weight on decisions without being in a Defense Faction?

Heh.. I was just going on the more ambigious ones. There have been multiple conflicting portrayals of Kusari, whereas Liberty/Bretonia/Rheinland's leaders are pretty well known.
Well, if you want to complain about military law, I'd advise taking it to the military first. Maybe some kind of special "Citizen's Investigative Oversight Bureau on Military Affairs", if you will, like Bong's old column.
But, largely, what would be the point? Does your character have a burning desire to change the planetwide animal control regulations on Houston? Or does he want to bring Mormon polygamy to Sector 4 of Manhattan?
This isn't a military issue this is the issue between civilians and the government, the military is one of the civil issues.
EDIT: The Military works for the Government the Government works for the Civilians.
Theres no agenda other that create more RP play here. And your comments on Mormon polygamy isn't needed here. I don't want them therefore they will not exist in this topic.
