Ah, well I had a German Server with some friends for a half-life mod once (not cs:P) that srsly relied on team-communication. Now since there were some problems with ppl not understanding the server rules and me being tired of kicking/banning all the time, we made some rules in english and french on our main-site. These rules said, of course, that this is a german server and voice chat should be kept in german.
Well guess what. It ended up in a fiasco as we have been flamed as nazis and fascists and what ever. Dont think that it would look better in here, really. Telling someone in his language, that his language is not allowed, always ends up in chaos. so just don't do it. we have our canadians speaking french a bunch of germans and other people here who can talk to those folks who dont understand english and always tell them in a respectful manner that they wont have any fun without speaking english here. that must be enough, really.
And I wouldn't have hard feelings to ban those who break the rules, even though they are not able to read them, since they wont get old in here anyway.
just Do copies of server rules even the ingame ites in diff languages just prolly german english and french and for russian give them a new keyboard! ... they have these weird letters like they would be stuf like alt -564 example imo people need to learn english in their countries its a global language even if you cant speak it learn to typ/write it so much easier een if you cant spak it simple writing makes it much easier

Put it this way, I know 0 Russian, I join a Russian server and break a few rules without knowing. Does this make me immune to banhammer? No, being ignorant or joining a sever you cannot understand is pure idiocy. Always know what you are getting into before jumping in the pool.
You ever tried to read a machine translation? There would be a lot of misunderstandings. Not as many as there are with people not understanding at all, though.

Machine translations are mostly rubbish.
I got sent a link today of a sign in a train station somewhere in Beijing - whoever had translated the chinese had used a machine translator where the website was down.
The sign in the train station said "Server Translate Error".
Unfortunately, this is the case. Translations are too difficult to implement.
I believe that it was suggested that we create translations of the rules before, and frankly, it does not work, simply because we lack the manpower and ability to make it happen. I'm a personal believer in the fact that we should have multiple copies of the rules in different languages to expedite the process and to indicate to the players that this is an English-speaking server.
I suggest a different approach.
Yes, people who can't understand our language should not be exempt from our rules/laws, but I'd like to ask the members of the community to see what it might be like from their point of view. They find a great new place to play, and are excited, but are forced to leave/punished because they can't communicate?
I see it almost like the immigrants who came to the US through Ellis Island decades ago. It's a tough process, but the only way to do it inform them of their problem. Sanctioning them in a language they don't understand isn't going to do anything.
Instead, create a list of the individuals who we think might not be able to understand the language, and simply ignore them when they do things to you. Eventually, they will realize that English is a must for interaction. Perhaps, they will find that this server is not for them.
Let them return the ship on their own will, not ours.

So, what you're saying, is we should let them PvP-spam and learn that this is just a really cool PvP server with lots of people on it. Then they fly their Liberty Dreadnaughts out into Rheinland, the Sigmas, the Omegas, and the Omicrons killing everyone they see, flaunting the awesomeness of whatever country they live in in whatever language they speak.

The only solution is to keep this an English-speaking server. You can't roleplay with someone who doesn't even speak your language. Yes, I understand this is an international community. We've got people from China, Germany, Spain, Brazil, Russia (including the mod creator), India, and other nations, who can RP as good as the next guy. What makes these people different than the other people from those countries? Merely the fact that they've taken the time to learn the English language. If these other people are really determined to play here on this server, let them take the time to learn our common language.
Punish them where punishment is necessary. Do not encourage them to linger here while they have not taken the time to learn English.
