Bug: After fixing Alaska IFF to +0.3 to prevent players from putting the IFF on their ships, equipment that needs better than +0.3 is unable to be purchased on Alaska NPC bases by anyone.

Reproduction Steps:

• Step 1 - Make LSF restart
  
• Step 2 - Attempt to purchase Adapted Nomad weapons
