Tijuana Freeport is an independently owned starport in the Vespucci System, established by former residents of the Commonwealth of Liberty who left before the latter's dissolution. The station serves as a waystation for the southern Independent Worlds, and as a primary fueling depot for explorers heading into the Omega systems.
The Freeport is also home to the Voyagers' Society, a freelance exploration 'guild' that conducts deep space survey missions into the Independent Worlds and the nearby Walker Nebula. The Society also provides much of the station's supply, and were the primary architects behind the station's in-built H-Fuel refinery, used to supply both the Society and the Freeport's patrons alike.
Neutrality
Tijuana Freeport operates similarly to Zoner stations with regards to local neutrality, and enforces a five klick no-fire zone around the station to ensure patron and station safety and security. Violations of this no-fire zone will result in the offending vessel(s) being blacklisted from the station. Offenders may petition after one month their removal from the blacklist.

Currently, Tijuana imports standard necessities, maintenance supplies, and even raw Helium-3 which is refined to supply deep space missions and local residents. Excess H-Fuel not assigned for refueling services is set to sell towards waiting markets in nearby systems.
Structure
Tijuana is based off of a Venture-class design, common among early space-based operations in the Independent Worlds. The large profile of Tijuana allows for many services to be provided, as well as lodging for spacefarers and station personnel alike. The station's administrations tower houses many of Tijuana's leadership staff, and possesses a large communications array to stay in touch with supply ships as well as deep space vessels.
Many expansions are planned, including an extensive medical bay and research wings to analyze recovered materials, as well as berths for larger vessels to facilitate faster supply unloading.
Support
San Joaquin
San Joaquin Production Facility is an agricultural annex located not far from Tijuana, established by the station administration as an avenue to cut reliance on imports of food and oxygen. The station is largely populated by autonomous worker droids, with a few permanent staff assigned to oversee production and readiment for transfer to Tijuana.
The Voyagers Society is an independent interstellar exploration organization based out of Tijuana Freeport in Vespucci. Founded by the station's supply captains as a way to organize their operations, the Society engages in trade, supply, exploration, scanning, surveying, and reconnaissance primarily within the southern Independent Worlds. As the 'guild' is freelance in origin, they are moderately independent, but the group's leadership is part of the station's administration staff.
Organization
Due to the Society's role as the supply arm of Tijuana Freeport, the Voyagers retain a very open doctrine of association; Captains and members are not contract-bound, and may leave for any reason whenever they wish, with some restriction. Vessels assigned to the Freeport or Society larger than standard-design freighters are property of the station they call home, although exceptions may be discussed with the station administration.
Given the history of Vespucci and the surrounding systems, the Society aims to utilize local wrecks, solars, and resources to better understand the local environment.
It is also important to note that being a member of the Society is not tied to maintaining a permanent residency.
Leadership
Atypical of many organizations, the Society does not utilize a strict hierarchy, and instead falls back on maritime regulations with regard to authority aboard certain vessels. With concern towards issues pertaining to multiple vessels, seniority within the Society takes precedent.
Though the Freeport administration is nominally neutral with regards to the Society's actions, matters requiring mediation are subject to involvement from the station's security staff.
Goals
The Society, in addition to providing supply services to the Freeport, also engaging in 'non-official on-job tutoring', an initiative intended to provide members of the Society with first-hand training in potential fields they may aim to study or find future employment in. With an always-growing catalogue of hopefuls, the list of fields includes, but is not restricted to:
- Astronomy
- Economics
- Journalism
- Nutrition
- Geology
..among others.
Members of the Society that volunteer to provide tutoring support are obligated to assure hopefuls receive quality assistance, or in the case of a tutor that is not a professional must input a measurable effort to provide such assistance.
Matters related to security fields, such as on-site combat training, are firmly restricted to members of the station's security team or those of the Self-Defense Force.
