[Server Config] LWB rep hack is still mostly FA's

Bug: The rep sheet of the LWB has not been separated from the FA's.

Reproduction Steps:

• Make a LWB character
  
• See the reputation screen
  
• Be disappointed that only the Gaians, Hessians, Bundschuh, Brigands, Maquis and the Unioners aren't hostile to you out of all the unlawfuls in Sirius including the Indie Pirates
  

Additional Information: With the Samura and Corsairs being neutral

Spoke to Jammi, making the LWB ID hostile to Samura, and neutral to Coalition, Mollys, Blood Dragons, Lane Hackers, and Liberty Rogues
I'd like to discuss if Outcasts should remain as-is or change too
