Guys, let's keep staff feedback to providing feedback to staff - yes, there's been some developments that have driven a lot of relevant questions and comments, and those are always welcome. No, discussion of faction feedback that is unrelated to staff does not belong here, it belongs in the relevant faction feedback thread.
I think the administration must reconsider its work methods due to recent events. As you said, roleplay quality in Discovery is falling. But silently introducing/using hard rules/sanctions before you introduce some sort of changes is an awful way. As a faction leader, I must say that I make the same mistakes and do not communicate with faction members enough when needed, and for that, I can apologise, and I'm trying to change it. But my "work" does not affect as many people as yours.
I know that you are all doing your work for free and because you want to change something/help game, etc. But please consider making a community manager(or something like that) role whose main role will be to talk with people, introduce them to your event plans, new rules, ask their thoughts about RP quality, etc. And make it more visible so everyone will see it. Because the last what I remember is that you introduced thoughts about new rules for Official Factions and nothing before it.
upd. + I have a strong feeling that if such harsh sanctions were imposed against someone less active/well-known, they would be successfully oppressed. Since people who could talk and work with such cases before sanctions seemed left server after they helped Haste. And we would have zero knowledge about everything from your perspective.
That should be the head+face of the mod role I think - just getting someone with mod powers only would not help much.
And staff need to change their approach completely, Mindset, get a new leader that can communicate, try to reward great RP, most improved players, factions that are trying, praise publicly those who put in the effort, let people do submissions, reward great RP, sportsmanship, organizing - the change should start at the top. You have an arbitrary system that can get at anyone at your whim's desires and you use only negatively in a community suffocating way. For OFs instead of threatening they will lose officialdom if they don't adhere to the proposed heavily bureocratic system, start rewarding great RP by putting it into canon quickly etc. Not just in events pre-telegraphed. The environment is very hostile right now, what you do is and forever will be just forcing people into doing the bare minimum.
Make the game fun instead, make us log and instead of only fearing that you will publicly shame us and ban us for things outside of the rules you happen to dislike, make us expect positivity and actual motivation to be better too, because, this is just an ancient game, nothing more, we want to have a good time playing it.
Kudos to the staff for reducing the sanction <3
I think the main thing would just be improving communication with the community, particularly with people getting sanctioned and OF leaders to try and prevent future problems.
We've been in discussion regarding several pain points that the current rulesets have posed in terms of both roleplay quality and how to entice people into making the game more immersive for everyone.
We might be test running things like "wiping" memory of sessions on death to make the prospect of leaving no witnesses as a possibility - though we'll still need to iron everything out.
Everything is super preliminary, and we're always willing to hear suggestions so that we can move forward with as many options on the table

That one would make playing factions like Corse actually possible, but is yet another restriction that adds a burden and will threaten people with sanctions for doing roleplay after they "died" - basically aces would deny people who aren't as good the chance to RP, you'd have to hide posts etc.
You have already no RP consequences outside of House space for lawfuls which is as far as this should go in terms of threatening people with sanctions, hiding RP posts etc.
Reward people for good RP instead who play along for example instead
