Esteemed Gentlemen,

After many encounters in the New Tokyo system with honorable pilots associating with the Hogosha, I am reaching out to address a reoccurring issue.

Hogosha pilots, both of the inner circles of your organization and more loosely associated members, have been transporting artifacts without license through Kusari space. This has repeatedly come in the form of shipments from the Sigmas through Honshu and into New Tokyo, terminating at Kure Shipyards. I have confirmed this to be so with a member of the Kusari Naval Forces, but neither party has thus far applied for proper permits of transit.

Under SECTION III. Trade & Contraband, subsection III-1 of Kusari Law, shippers of artifacts must apply for a permit of shipment here.

I kindly direct you to the proper permitting office, where we can ensure these shipments enjoy the full protection of Kusari law, and avoid any legal entanglements arising from accusations of smuggling.

You may heard of me, I am Yoshikawa Ringo, A Saito-Komon of the Hogosha Alliance. . We are aware of your encounters with our Convoys yesterday. I must assure you that we are working within the legal Framework in a tight cooperation with the Kusari Naval Forces, yet we have a temporary agreement to deliver the Xeno Relics from the Deep Omicron Space.

Right after the requirement will be handled, Hogosha Alliance would set up a licence for carrying artifact. This is basicly you have to know for now, officer.
