So I might get late to the party, but we had an Incident with OS&C and an Interspace Pirate in Liberty. The Pirate Made Outrageous Demands and in the end Attacked our Ship. This new ID Line makes Interspace Ships Legal Pirates, and I know no Insurance Provider sends you Armed Goons to shoot you.
Especially that they can engage in Piracy in House Space is a Stupid thing. And I can promise that I will treat IC Ships like any other Rogue or Xeno Pirate and will blast them to hell if I encounter them in Piracy.

In the retrofuturistic Space Wild West where everyone and their mother has the equivalent to space F-22s, they do.

It really isn't, banks and insurance companies engage in fraud and steal money all the time and rarely are held accountable, welcome to capitalism.

That's exactly how they should be treated, IC should either wake feelings of fear or hatred when spotted in the wild, they are NOT good guys, they never were and never will.
My question is, how should lawfuls treat Interspace's "piracy?" Do they treat it like any other criminal extortion and shoot the perp? Or do they just let it happen because it's Interspace and they're not engaging in piracy?

Probably depends on how well the IC player portrays the piracy. Low effort lolwut "Arrr I'm a pirate, but on an IC for some reason" means they just get shot. "Sorry, the security rating of this system is too low for us to allow you to fly alone. We can provide the required escort for a measly 100,000 credits." means your Liberty Navy ship could probably look the other way.
Darwin award logic, I guess.
Basically shoot Harcourt Fenton Mudd when he misunderstands the idea behind this change.

The real fun will come soon enough
That doesn't answer my question. Interspace can engage in piracy in any system with a trade lane, including house space.
