[Server Config?] Renameing to certain open tags won't work

Bug: Trying to rename a ship to a certain open tag (LNS- IKN- etc) won't work because it lacks tag password

Reproduction Steps:

• Try to rename a ship with an open tag (LNS- IKN- RNC- HMS- GNS- )
  
• Can't because the open tag is lacking a password.
  
  
  Additional Information: From my tests, trying to rename using LNS- IKN- RNC- HMS- GNS- won't work and gives the below message. I had no problems with WV- CNS- and MNS-. I haven't tested the others.

Added a way to flag a tag as an open one so it works like it used to, reserved but without password.

Admins will need to apply the flag to all open tags.
