Three or four ships in a loose pattern looping around to hit Fuchu.
They'd see them but not quickly enough to stop them from firing, and we only need them to make one pass before things hit the proverbial fan. Cloaking capability just means there's a higher likelihood that they can bug out and actually make it back home after delivering their payload.
I can trust my people to squeeze a trigger even when under fire.

You better find some people who also have the balls to eat a bullet for the cause, then. Preferably with their own gun, should they be captured. This entire op' has to appear legit, but surely you know that already.
Seems like we got the hardware part more or less figured out, as well as the tactical aspect. Three or four ships armed with souped up HE torpedo launchers. The Sunslayer Launchers look promising and can fit the Avenger quite nicely. Surgical attacks on the refinery's weakpoints should hurt all the same. Guns...guns, guns. I don't have access to traditional liberty weapons -- Lavablades, Magma Hammers and so on. That needs active solving. What else...
Transponders? Should I just feed them the usual Freelancer identifier? They can get closer before the scanners realize said Freelancers are flying Military hardware and about to do a bombing run, I reckon.
Alright. Progress has been made -- now I need a place to lay low and tinker. I've asked for some more ships, but all I could get is two extra F-9's -- Patriots. This brings us to a total of five Liberty ships. From what I gather they're at least somewhat easy to repair compared to the other three Avengers.
I'm moving the Prospero to Ontario for ease of access to the Fort's warehouse. I need a small transport to haul components from Fort Ramsay. Do you have any one of those Grouses lying around?
Just a few bits and bobs I had to leave behind before I had to leave for New Berlin. Just haul everything I've got stored in the warehouse under my name. You should be finding a bunch of high quality tools, reinforced hull panels, and some crates of detroit munitions I've bought off the blackmarket in. In addition to that, I'll have to formally requisition five "XV" series engine arrays, CTE series powerplants.
I wish I could say the Avenger is "highly modular", but I'd be lying through my teeth. The adjustments I'm going to have to make would probably horrify the previous owners, but I doubt these ships will see any use past this attack.
I wish I could strangle whoever slapped the whole "state of the art" thing on this model.

Fine - this has been allotted to the Graverobber.
It's a Mammoth-class transport that's seen more SAR than its intended purpose of salvaging in the past few months. But it can do it all in one trip, and quickly.
I've been scouting Shikoku these last few days for activity. Kusari's lapdogs are on edge as is, sometimes sending in KOI and KNF assets over the border to cause what damage they can quietly. From what I can see, it wouldn't be a surprise if Liberty did the exact same thing. All ships are ready and have been deposited on the RNC-Prospero for deployment. Three Avengers and two Patriots.
Now it would be a good time to get your pilots here by shuttle and debrief them before launching the attack. While there, we might as well get them accustomed to the ship controls too.
I wish I had the time to set up a distraction for Nagasaki's wings, but that may no longer be possible given how fast things are progressing.

You know I've done this a long time.
I've killed hundreds if not thousands of people and enjoyed it. Never really bat an eye at anything.
But here I am putting out a call for four people to go to their deaths so that the rest of us stand a better chance in the years to come - and I feel sick.
It's.. ironic, isn't it? I shouldn't feel this way.
But it doesn't matter. I'll vet the names. Balance their competency against what it'll cost us after days go by and it'll be done.
Seven days - one week. Then we execute. Gives them enough time to set their affairs in order.
Good. That means you're still alive. Hang on to that feeling for as long as you can. Sending good people to their last fight knowing full well they won't come back shouldn't be a decision you can make on a whim. You should pray for a bullet as soon as it starts feeling like second nature.
Who are you keeping the fifth slot for? You do know we have five ships to fill, not four, right? I don't want an Avenger to just lie around on my warship to collect dust.
