Funnily enough, the Samura bartender on the atmospheric entry point side of the planet offers a GMG bribe. I think they are in cahoots. Going to chalk this one up to the former Samura employees offering discrete services.

Unless anyone else wants to chime in, I'm going to say this is working as intended.
