I wouldnt call it pessimism. rather ... realism. A navy can fly more than just a damn LF, has a bigger ZoI, can go to war AND scan for bloody contraband. No surprise that LPI, BPA, RFP and KSP fail and die a long death.

Also, with half of your "citizens" flying at least VHFs, you have a hard time to push the law threw if you aint got the numbers to swarming things with your LFs >_>
