I totally agree, but I think the nerf should be set at 75% for lawfuls and unlawfuls alike. We are slowly removing the incentives to be anything but mercs/freelancers/indie pirates with an unlimited ZOI, and that is a shame.

Why does it have to be so black and white? For some reason there is a desire to reduce the scope of the disco-world in the most mind-boggling generalizing fashion, and always with the clear aim of enforcing a pre-defined biased set of views.

A little bit off topic.
The whole idea is to give indie pirates atleast 1 or 2 gunboats to use and since rogue/molly tech is written as PIRATE and dont see a problem for it to be used by all pirates.

Indy pirates are NOT buddy-buddy with the local nay-do-wellers. They are competitors and will have a very tough time finding a proper base to maintain their ships. Which means either Junker bases, Zoner bases (the ones that don't care too much about pirates using their base as a staging area) or Freelancer bases. This is also the reason why the indy pirate ID is rephacked hostile to a few unlawful factions who requested it.
[Edit] As for getting attacked with your own tech - that's been happening for ages considering tech grants could not be revoked. The new method of tech "grants" just validates it as being allowed. Suppose it's yet another reason to try and bring most ships to different shaped but functionally identical designs.
then why not give Inde Pirates access to Junker Tech? i mean of corse Not the salvager i mean unless they got permission from the junkers which i doubt wont happen any time soon
Your an unaffiliated criminal. None of the lawful organizations like you. Majority of the criminal organizations don't like you because your competition. The few people who don't mind your presence aren't going to hand you their technology because it then creates problems for them when you commit crimes using said technology.
Looking at the Tech Chart for the pirate ID, you've plenty of choice. Plenty. More than a few factions from the looks of it.

No one gets access to junker ships, as they are supposed to be built by junkers, and handed down through family and what not. Plus junkers are quasi lawful so they would never let a pirate that is Totally unlawful use their gear. Also it would not be totally up to admins/devs, but also the Congress.
Also IMO since everyone keeps shoulting down junkers get no new/good ships, or their own GBs because of their almost all of sirius ZOI. Then Pirates sure as hell should not as they have an even bigger ZOI then junkers do.
1 more thing. Most junkers actually hate Pirates as they also rob junker ships, and then go land on junker bases with half the military chasing them. When pirates stop being A-holes who do what ever they want, when they want, and claim they are not pirates when ever a lawful shows up. Maybe rest of server may respect them more, and give them more.

No, they're listed as that so people (perhaps yourself?) don't get all confused when a Molly is flying a "Rogue Gunboat" like they used to.
Otherwise, where the hell do generic pirate ships get manufactured? At the generic pirate headquarters next to the generic pirate spaceship dealership? Who pays for their construction?
That's right, the Rogues and the Mollys. And if it were any other group, then hey presto, that's not an independent pirate! It's a new group of pirates that are not independent in the slightest.
Edit: It should be noted the above post is attempted in a humorous style, not a nasty one. I really liked the idea of some shift independent pirate spaceship dealer selling lemons.

If we use this line of thinking, all Mercs are IMG/GMG/Zoner friendly right? They are unaffiliated Mercs. All of the lawful organizations like them right? The Majority of the lawful organizations love you, even if you're presenting them with competition cause you're hunting them right? The few people who don't mind them are going to hand the mercs their technology because it NEVER creates problems for them when the mercs commit crimes using said technology right?

My point in all this: If Mercs, who's RP is just as undefined as Indy Pirates, are going to get 3 90% cells to lawful organizations, then pirates should get the same to 3 unlawful organizations.

Problem is, the Pirate ID has to be balanced for anyone who uses it. If we allowed everyone's individual role play to influence it? Well the pirate ID would have 90% cells to everything and everyone as there is a large number of people using the ID. Not much balance in that fashion.
Course, this can be solved by official status and getting a PF ID. Don't need to tell me neither, I know you tried. Rather still like to know why the denial. We had the darn Bretonian Bucs back in the day.
