Should be moddable, looks like they are using the same or similar engine as Oblivion, hence the craptastic looking character animations.
If they don't release a construction kit I'm sure the community will...especially if they can just modify the Oblivion one.
I haven't gotten to play it yet as I am broke and have locked away my Best Buy credit card (for the best really). I am tempted to just download it but I try to refrain from that when the game is actually good and worth the money.

Of course it's not the Fallout 3 every hardcore Fallout fan was hoping for, but at least it's something that deserves to be in the Fallout family.
Granted, it's still slightly Oblivion with guns. :P
I really like the game so far but i have only been playing for about 2 hours and i presume that there is still a whole giant heap more to discover. Definetly very buggy, but i thought that just might be because of my only so legit *coughs copy of it. To be honest its getting more of my attention then COD:WW multiplayer beta and FC2 at the moment.

Nah, it's not your semi legit copy. That's just the game. They'll fix it eventually.
Obviously i'm a hardcore fan, but that doesn't mean i'm going to judge it just cause it's a Bethsda game.
First of all: It shouldn't be called "Fallout 3" it should be called "Fallout: DC" or something like that because it is a spinoff, not a sequel.
Second point: It's a decent action roleplaying game, but i wouldn't put it in the same catagory as Deus Ex or System Shock 2. It's far too easy to crit, headshots are handed out on a silver platter and there's no real joy in finding the rare weapons. I remember playing Fallout 1 for a long while before finding my first Laser Pistol and then going "YUS! Fu**ing finally!" and then being completely worthless with it, but you won't get that here, cause 10 in Energy weapons here means what 100 energy weapons meant in the original fallouts.
Third point: Super Mutants, Brotherhood of Steel, Enclave? Really now, they cou?d've atleast made up some stuff on their own (and the did, kinda, and i can respect that, but reusing the three main "factions" in the second game, and two from the first game, is just lazy)
Oh, and the explaination of the super muties in DC makes no sense what so ever.
Final analasys: They might've just created their own post apocalyptic world, but i take it that they're too lazy to do that when they can buy fallout for a measly sum and rape it with Inon Zur and Todd Howard in the process.
Fallout 3 will be a success among the legions of wankers who sit and droll infront of their xbox all day, and who also hail Mass Effect as the best roleplaying game ever, and this fact alone means that Bethsda will get to make Fallout 4, a post-TES5 mod.
Also, that character in your avatar, and siggy, Pipboy, is called "Vault boy". :P

I'm gonna wrap up and summarize your opinion with a simple image.
It seems fine game, and yeah, at first it screamed Oblivion.
Actual things I do not like is easy way game functions, and then again its good one. I mean, every average joe with gun is badass. So are you.
True about guns tho.. 2 hours of game, and i got myself assault rifle.
