I remember, toward the end of the SP campaign, that one of the characters said that nomad ships were moving openly through house space, implying that they were about to deliver the final stroke. After that, and 17 years to digest it, I figure that most of the populace has a fair idea about nomads, though there are probably a lot of misconceptions floating around, and most are probably convinced they are no longer a serious threat, since they all disappeared suddenly.
Dont forget that a few years have passed since Trent's victory in Lost, so id say things have been moved on and people were informed by the government...like

well - they ARE no serious threat anymore. - their numbers are very small, the Wild is ... while being still organized ( or rather... again ) - much weaker than they were when they subjugated the rheinland people.
they cannot really use coercion to take control of sirius - cause ppl are aware of them, and they cannot move openly other than a few raids anymore ... in so far, the order has succeeded. they are very very far away from civilization ( that is - if the navy finally SEALED their alaska gate - as it was sealed shut after vanilla SP ) - what danger are they then for civilization... .
I'd say Liberty and Rheinland as a whole would know on the lawful side, althought Rheinland would've probably kept it under wraps... hard...
As for the omicron pirates, i'd say that the Outcasts "know" in a way, but chose to accept a different truth than that which the rest of sirius has accepted, for better and worse. The Corsairs have obviously had their opinion of the nomads changed by banding up with The Order.
Hmm... Supose Jinx has a point, in a way, but perhaps the standard liberty pilot sees them as a biological experiment set loose by Rheinland in order to weaken liberty? After all, the first events which lead to the "Nomad war" originated from Rheinland. ... But then again, one can theorize about this until one's fingers fall off and eyes turn to ash and we won't still get any answers. I supose the most important question is: "How does your chracter percive the Nomads?"
I would say that most governments, even the sairs would do some propaganda to deny the existence of the nomad or discourage traders from going into some dangerous areas by telling lies
IMO, everything that is civilian or corporate, as well as some minor criminals, shouldn't know about those entities.
The Liberty Rogues, the Xenos, the Junkers and the Hackers have a presence in liberty, and so the battle outside the alaska gate would not have gone unnoticed by them.
Furthermore, everyone starts out in Liberty, and Phantom sightings are quite common there, so the majority would be aware.
The real test is someone who hasn't played SP, and is just starting out on Freelancer for the first time. See how long it takes them to encounter a nomad.
It's been a several years since the original SP campaign (I believe it's 15 years)
Initially, the governments would have kept a lid on everything, to prevent mass hysteria. However, the BHG core and the Zoners would have already known about the nomads, and it would not be long before news spread.
Not to mention nomad attacks have often occurred in the presence of lawful bases, and the government can only cover up so much. Media has always been quick and easy to spread, and it would not be long before the public demanded answers.
Also, if a civilian was attacked, chances are the public would also be demanding answers to what those purple floaty things are.
