Corsair Capital Ship Discussion, a new directive perhaps

First off, please do not post here to support sides or do anything except /sign, only posts here should be ideas and thoughts on editing, not "I hate caps kill 'em all off" or "omg you can't do this"

Unfortunately, for awhile now, the (ab)use of Corsair Caps is out of hand. While an excess number of toolbox gunboats is somewhat acceptable, as gunboats are generally accepted as more of a "general usage ship" much like bombers. Cruisers and Battleships, namely the Praefect, is not to be used in excess! It's ridiculous how many capital ships are either

1. Sitting outside Crete 24/7
2. Doing repeated raids into Alpha, a bunch of Gunboats and Praefects, not a bomber around, killing people one at a time as they come in/undock
3. Simply wandering around Sirius into places they shouldn't be (Texas?!)

Any ship above a gunboat, in my opinion, is supposed to be used in our Core systems. Gamma, Omega 41, and at times Theta, Omega 5, and Kappa. Offensives with such ships should be more carefully laid out then "omg letz rape Alpha", and should have maybe one or two cruisers at most.

Lastly, the ridiculous number of caps is, at times, accentuated by a lack of respect for factionalization. Granted, you may fly a Corsair Cruiser. But if so, you are accepting to its terms of use. You follow the directions of The Brotherhood, the Elders, and OPG.... or in RP we don't sell you the ship.

I think many would agree that there at least needs to be some change, thus I propose my basic idea, and leave it here for the Elders, [+], and [OPG] to make amends to. Granted everyone has a say, but obviously this work should be mostly the discussion and amends of the Corsairs, please limit excessive commenting here


The Corsair Capital Ship Directive (Proposal)

Section 1: Application

Shipname
Intended Use (Backstory?)
ZOI

Ships caught operating outside their ZOI would be deemed rogue and would in the very least be verbally reprimanded, and hopefully a commitment to a ZOI would help restrict trigger-happy tricks across Sirius

Section 2: Implementation

There should be some type of incentive to take care of application (besides getting blasted), thus I'd be willing to offer up my part at least. A ten million credit offer for any caps who are willing register (and are approved of course). Which I will be willing to fund, even if nobody will help me fund it:P
Also, I would suggest that approved caps have some type of designation, such as possibly <C>, so that it is easy to designate approved ships. Anyone caught falsifying this tag would be killed for treason immediately


Section 3: Dealing With Problem Types

Obviously there are many who either 1. Don't care about RP and being "allowed", or 2. Don't ever glance the forums
Thusly I'd propose anyone who is not on this list, but when confronted is not extremely non-compliant, be granted a day's grace and directed to the forums.
However, anyone who simply continues to be ignorant, or openly defies Corsair Directive, should be deemed treasonous and set to KoS. Killable by any loyal Corsairs, registered Independents, and Factionalized Corsairs (and possibly mercs?)

This is similar to what the LN did, and New York has been noticeably impacted. I do believe such a mandate here would do the same, make it RP of course, don't just post another "Registration List" but make an RP statement.

Comment away, I realize I hold little sway here, but I think this is important.

First off, I would point out that there are three official corsair faction, The Brotherhood, the OPG and THE BENITEZ.



Second, I would ask you to leave this to the corsairs to handle, which to be fair, we have done a good job of without creating the faction/indy bickering that has taken place in other places where cap restrictions are in place. The goal of our cap ship policy is not to decide who can and cannot fly caps, it is to try and impress on those who do that rp to go along with it, as well as general restrictions on where it can go. We do not force indies to follow the orders of factional players, with the exception of Elders, who are leaders of the Corsair community in general, as well as leading their factions. Having been on this server for probably almost 2 years now, I can tell you this situation ebbs and flows over time, sometimes it is worse sometimes it is better. A lot of it has to do with what is going on is related to what happens with cap ship policies and the friction between factional and independent players in other parts of Sirius.



I will say this, the Corsairs have a good system in place that is not too restrictive while impressing on cap pilots the importance of the RP that goes along with flying a Cap. It is not the job of factions to decide who can and cannot have a cap, it is to serve as a role model of the importance of RP, and then if something is way over the line, trying to work with the player to conform to server etiquette.



That being said, all this proposal seems to do is ensure that corsair faction players will spend all their time confronting cap ships that aren't registered, and thats not fair to us. There are Cap issues all over Sirius, the Corsairs are not alone, and we do work very hard to deal with issues that come up, and we do a good job of it. As you said, you have little say here, as far as I know, you dont have a factional corsair character, nor an indy, the closest I have seen is a Tiidan with an Inferno that you said replaced del cids. Please why not let us deal with this as we see fit, which we have done up till now, and done well. I dont want to spend all my time blowing up Corsair caps.



This is a game folks, and it should be fun, some people have fun flying caps, and as long as they do it within the norms of server etiquette I could care less. Do I deal with it when people cross the line? Yes, I had to dress down about 6 Sair cap ships the other day, we do it when it's necessary, but suggesting all these policies will just make the factions the police of the NPC faction in general, and instead of getting to play the game, they will have to spend all their time policing these policies.



All threads like this do is stir up trouble. Please let the appropriate people deal with this instead of trying to suggest policies for factions you have nothing to do with.

There has to at least be some basic rules. A ZOI would greatly solve problems. And hence the beginning that said a proposal for others to comment on, even though it would not be in my place to make a final decision.

Granted all of Sirius has issues, but just saying "everyone has issues" is crap. Everyone should do a part to help with this issue. At least establishing people to have a ZOI is reasonable. And that character was a freelancer upon whom i commented "my inferno replaces tizs" as in an Inferno is a good alternative, so hey, don't make me look bad!

I'm just putting this out here and as far as I've seen, lots of people think this is worthwhile. I'm not saying it has to be law but discussing these things is highly worthwhile, it's not just trouble-Liberty did it and anyone who says its not better now is blind. It's worth at least observing everywhere

Did you even read the cap ship policy that is in place? There are restrictions placed on Cap ships operational area. I would say that most of the issues you brought up are addressed in the current policy. Corsair caps that are in a place like Texas should be reported to the admins as it is a clear oorp violation and should be treated as such.



edit: and since you are in OPG why not bring this up with Gentle or Mule so they could bring it up with the council instead of doing this publicly?

I myself keep an eye out for unregistered corsair capships and make sure they register. A few others of the OPG do the same.

I do agree we should be more active against people going outside of the stated zoi.
We could also try to convince players that corsair capital ships aren't flown without a good reason (hanging outside crete isn't a good reason, at least not when it's done all the time).

The extra addition to the ship name, to make it clear that a ship is registered, doesn't add anything. You'll still have to check with the registry-list. And if it's not there, you kill it, (same as it is now).

But as Zelot said(thanks Z) Theres another faction, which has been more active than the brotherhood in recent times because of reasons i dont know at this time but a few TBH Have been very active. btu the other faction is namely Benitez, now dont try too make it seem as if we're not here, because we are.

I would however insist in adding one specific point - Capital Ships Capitans MUST be in possesion of a smaller vessel e.g. a fighter or a bomber.

Reason for that is quite simple - Yesterday for example. 10 Ships in Gamma. 5 of which cannot leave the system - A Legate Dread, 2x Praefect Cruises and 2x Huntress Cruisers (One full nomad but nevermind), To the point - A fleet of caps that size shouldn't really even participate in Crete's defence in case of attack (fair-play wise) which makes half of those fine ships and their capitans completly useless.

I myself keep an eye out for unregistered corsair capships and make sure they register. A few others of the OPG do the same.

That was the main reason of this thread.

And what shall we do when we spot a Junker ID'ed and IFF'ed Praefect class cruiser, loaded with Nomads flying "peacefully" through New York? Vessels name is Guard_00, i've got some photos of it, which were taken in Alaska - Liberty authorities doesnt like my smuggling vessel hence i bothered about the cruiser after ensuring my own safety.
