thats correct - as long as a player is correctly IDed and tagged - and RPs based on the basic guidelines of the faction, you cannot tell him what ship or equipment to use.
i think not even the RM who were first to attempt a hardcoded rule about it or anyone else can do that. - if you RP it - you are allowed to use it - simple as that. come to that - if 100% of a faction RPs it - they are all allowed to use a battleship ... . but thats also a happy thought - cause it involved that 100% of the faction RPs correctly... so no harm done.
edit: about the rheinland military .... they got the deserved critizism for their strict politics - and i think it was mentioned that there is no universal rule that is applied to each factions freedom to restrict or not restrict things. - some things / quotes from admins are simply contradictory. - some advocate freedom based on the basic rules, others support restrictions in special cases. - and the "real" rules say - you CAN fly it if your tag and ID matches as closely as possible. - other than that.... only the "don t be ooRP" rule applies.

Anywho, If the RM wasnt hardcoded, youd have nubs attacking liberty because they think a war is between us, one guy asked my BS character why arent you invading new york, What do we pay you for?. The order should (imo) be like this, because I see a good load of osiris's coming from that little (powerfull) faction

Well, see.. that's just it. We've got Order tagged and ID'd players in ZONER ships going way out of their way to PVP Whore in systems outside of Order ZOI. Putting this kind of restriction up for capital ships might work to a point, but it won't curb the stupidity.

that implies that there needs to be a bounty ( forum posted ) on such a ship - and of course that the bounty placed must be reasonable / RP based.
to add to that. - RP PMs between the order and myself - aswell as RPed reports on the zoner council were insufficient for that matter. as it is stated that "there is no Zoner player faction that possesses sovereign control of all Zoner bases and ships" - which is - from my point of view a blessing .... but from your point of view / your ambitions - i daresay its a curse.
I would vote for the RM way of total control over capital ships, because if you didnt, similarly to the RM, youd have all indies attacking NY, Youd have all indies attacking NY ALSO! Wow... i dont flow with the side of im an indy and i can do whatever i want and i dont listen to you. (Hard to beleive i have an indy RBS isnt it?)
