InRP the one who gives them orders or can "control" them is the order robot "Binarius" stationed on planet gammu at the order robot factory. He is also the one who creates/builds them.

I fought long and hard against Wolfpack for the right for independents to have a right to decide who THEY want serving. If they pick Tenacity, fine. If they pick a Cap whore who loves to sit above Manhattan, fine as well. I'd hope the community would have better choice, but I don't really care who leads, as long as the Independents get to pick the Independents, and the Independents are truly that.
We go from this, to Tenacity Claiming a seat and power as his own.

It goes and attacks the Nomads in their home! Does it get a seat at the council too? Of course not, that is against the RP of Tenacity, which is the only RP that counts. If you disagree with that, ask Keeper Aja, who wasn't engaged until after I flew the length of Omicron Minor from the Alaska Jumphole to beyond Freeport 11. The whole time Keeper Aja watched and mocked humanity for internal strife. But what do I know, I was only the one who engaged him and ended the comments he was spamming. Clearly Tenacity did as he said, since the keeper was eventually silenced, right? RIGHT?

You certainly don't have my backing. The only thing you have, Tenacity, is a Desire to remove the ability of the community to pick their leaders.
I do not believe any member of any faction should be up for consideration for a seat on the council as an independent. I also do not feel that any order player who is unaffiliated should be restricted from nomination. Likewise, I feel every order independent should have a right to vote for who they want to represent them. I don't care how that is done, but I do care that it is done right and fairly. I will not tolerate any council formed by a sitting member of such council. I do not have to agree with the council to abide by it, but I do have to agree with how it came about. Your council, Swissscorch and Tenacity, does NOT have my support. I would not follow such a group. The same arguments I had with Wolfpack apply to what you two have created amongst yourselves. If the Independents cannot choose their own representation, then the representation isn't independent.
As for seats on the council for unofficial factions, I believe that should be the first issue the council deals with.
Remora I don't know what your problem is but in all my time in the Order I worked to bring Bs| and order indies together. That's 2 years, compared to your what? 2 months? I don't think any one will say I didn't do that and the close ties between Bs| and indies are thanks to me so I really think you should reconsider what you said. I have always wanted the input of indies and I always took their considerations and I guarantee you that they will agree with me.

Only three seats, of six, have been chosen already and those are the BlackSquadron seats. The independents get to choose theirs in some fasion that they feel is best suited for everyone involved.
If no agreement of any kind can be reached and it devels in to nothing more than a pissing contest and/or flame war, I'll ask for admin interventation and debate on weither a council will go forward or not.
I gave up any option to control anything on the council at the request of the independents (namely, Remora, who was willing to talk to me privately so we better understood eachother) so that there is equal voice no matter what. That is how the council will be formed. We'll debate about equal represneation of each order "unofficial" faction after it's formed.
The council is just there for RP purpose to foster some kind of peace between the indies and BlackSquadron. It is NOT set up to dictate individual members Role Play, but it can make suggestions as to what we can/cannot do. Remember, Admins reserve the right to shut us all down.

You dont have **** for RP on these forums, your character doesnt do jack in-game except try to bitch at people for not doing things the way you think they should be done when you dont even have all the ****ing details at hand.
When you start posting your RP, then I'll listen to your opinion, because as far as I'm concerned you're just some little **** with an attitude who showed up out of nowhere and hasnt done a goddamn thing for the community, order or otherwise.
I've been an order player for 8 months on this server now. For the first four of them, I was the ONLY order player that could be found online almost 24/7, I was the ONLY order player who actually did anything to defend our territory, and currently I have more posted AND in-game RP than any other member of the order (Note: with the exception of swissscorch), black squadron or independent.
I've worked my ****in ass off for this faction, and until you've done the same you can kiss it and keep quiet.

Indeed we do, and we have been discussing the issue of who is the ultimate authority in The Order already for several days, and I am hoping that our input about it will be at a stage where it can be made public within the next few days.
From an Administrative standpoint, the most important issue is who or what might have sufficient authority to enforce rules/laws by instructing Order ships to blow up other Order ships who violate those laws, and who would be empowered to do the shooting.
Even without that ability, a council can have substantial persuasive influence over the evolving role-play and storyline of the faction, so the ability to issue death warrants should not be seen as a make or break power to have.

You're being uselessly difficult, Remora. You've barely been here, and you seem to think your view is king. The council, I must say, looks like it's going very well. If you don't have any shred of respect for Tenacity, good for you. There will be a whole lot of seats here, Tenacity is only one of them, and quite frankly, he's one best suited to the position. He's been doing this a hell of a lot longer then you, for one, not to mention he's trying to handle this gently. Before you continued spouting this confrontational vomit, at least.
It's a council that you don't have to follow. You do not need to complain and argue at every turn about something that doesn't even matter if you don't like it anyways.
Anyways, I'd say Fletcher would make a good choice, but he hasn't been around much.
As for others, Tenacity and I also mentioned spirit.of.fire, who as far as I know flies a zoner dessy, and we even brought up Ryoken as a possibility.
But the whole thing about number of people on the council is still being discussed and I think maybe we should wait until wolfpack and the admins come up with something definite so we know what we can go by?
