Couple of advices while at it. First, don't rush it, there is no need to hurry, neither is really a need to shout loud out there. You seem to be impatient fella, the kind of quality which unfortunately could be the downfall of the whole idea. I've seen some others try and they failed mostly because of the impatience to flesh out rock-solid concept. I must warn though: it takes a lot of time, weeks at least, several months at best. There are plenty of underwater stones which that will cause plenty of troubles unless proceeded with caution and noticing them beforehand. This mostly applies to game mechanics, such as docking places and so forth. I would opt more on secrecy roleplay, playing disguised characters rather than going in open as it tend to attract a lot of attention, and that is often hostile kind of attention. I would advise to spend some time to conceptualize specific roleplay models, develop kind of a set of, well, if not rules but say a sort of codex which would help the players with these kind of roles. Next, least not forget about Special RP section on the forums. I know Zapp and mb52 have their infested characters announced and fully described there, but a lot others seem are to be missing, which does concern people around, myself including. At least give some good effort to introduce your characters, explain what they are, write down their background history and so forth, that would be a good thing to start with, a first small but necessary step. As for creating a whole new faction, I'm sorry but this is out of question for the time being.

I'd have to agree with Treewyrm there. The Admins aren't going to magic up an ID for you unless you get some huge amount of support and have WTFawesome RP. And even then, it isn't likely.
Though, as someone with an undercover Nomad-Infested character, there is quite a bit of fun to be had in that line of RP. Gives the Order, RM, Core, etc something to do. I would think that any undercover Nomad-infested humans would be in contact with one another and try to co-ordinate operations (as well as with Die Wilden and the Keepers.)
Though Military strikes on strategic targets? No. They would want to keep a low profile most of the time, to avoid attracting the attention of the oppressive and prejiduiced Human military-industrial complex. More likely, they'd try to create diplomatic incedents between factions (Say Liberty and Rhineland), engineer conflicts, monitor/try to infest/assassinate individuals of interest (Wesley Richter, Ironwatsas, Major Government officials, etc), recover artafacts, and possibly get supplies for the militarised Wilde and Nomads (Like Countermeasure Ammo:P)
The potential is there, but you're going to want to start out small. An unofficial group of co-ordinated Nomad infestees working with the Keepers and Wilde in some capacity with no common faction. This could potentially open up quite a bit of RP.
Btw, my infested character is 'Iazyne_Aezali'. Willing servant of the Community (and likely the most adorable as well.)
First, start working on the document describing the specs of the infested character role(s), by example, by prototypes and so forth. From overall concept down to the tiny details and resolving issues related to game mechanics and limitations around them. When you get some rough idea more or less layered down see if anyone else interested (I'm sure there are interested players as already evidenced by this topic and some others before) would wish to contribute to it. If it proves right in time and doesn't fall down like a card house then something more specific might come out of it, but not till that moment, not till there is material. Some of the material will become available at 4.85 or may be a bit earlier regarding the Nomads and everything related to them, which can also become the basis of certain aspects of the infested characters roleplay. The idea of more generalized infested characters is a fine one, but also a bleeding edge on it's own right, difficult to work out and even more to maintain it.
