Help activating mod

What does it mean if it says

"Error: FLMM has determined that 'Discovery Mod v4.85 beta 2' won't properly activate.
Error: file 'C:\Program Files\Freelancer Mod Manager\mods\Discovery484\DATA\EXE\freelancer.ini' doesn't exist"

Is it a bad download or what?

reinstalled freelancer and nothing has worked yet...

I don't know much about this, but I did a fresh install of both Freelancer and FLMM before even attempting to activate the mod. Maybe try that?

try redownloading the mod, delete it in FLMM, then have FLMM extract it again, then try activating it. It seems as if FLMM did extract freelancer.ini, or it was a faulty download
