You can make some good money in Texas collecting H-Fuel by the Hudson JG to run to Beaumont.
It is not advisable to do this in lightly armored ships, as there are frequent cruiser patrols.
Oh my lord yes! People call me crazy or loser-y for doing it but its so profitable when no one is on the server. Seriously, shoot a few NPC trains, take fancy cargo, drop it off, its basically flying million credit cards in space.
No but I get bored of that after a few minutes, if it happens I take the opportunity to do it otherwise I dont sit and wait for NPCs. Pirating effectively to make money does take a certain amount of skill and talent, knowing good spots to jump people, fastest ways in and out of systems, dodging turrets? After trading and mining up a good amount of credits in game, now I can afford to just pirate for income because money isn't such a big issue. Its more fun than trading, I honestly like it because you get an idea of what kind of players are on the server. Nice friendly ones who RP back and make it interesting, the not so happy or nice one's who yell at you for being a pirate? Heyy, I've been pirated many times before and I lived with it.
