No, a faction is an affiliation in-game, which is comprised of any players using that specific tag and ID.
Official factions are losers that dished out half a million credits just to point at a tag and say "yep, it's shiny", and then another half million just to point at a system and say "that's mine, even though i cant actually do anything to keep you out of there".

There have to be changes made in favour of balance over RP, yes. So, if we balance battleships so they can take on fighters, bombers, gunboats, cruisers and battlecruisers, then what should we fly to counter them? Other battleships, of course. Then, you have a server full of battleships.
Right now, the battleship is the counter for the gunboat, the cruiser and the battlecruiser. You think it should counter bombers and fighters too, I take it?

Bombers are the counter to battleships, as are groups of other caps. However, bombers need to learn to keep their distance, so caps actually have a chance at dodging incoming fire. Hence, the need to move solaris turrets up to 1500 range and make them do some decent levels of damage.
Any bomber stupid enough to within 1k needs to pop.

That's fine, but the bomber, being balanced against battleships like this - has become overpowered against crusiers and battlecruisers, neither of which have flak cannons or decent razor speeds to defend themselves.
I dont know why official factions are, as you say, "losers" because they can survive and you cant. I mean, lets be honest, things happen quicker, more efficiently and sometimes with better quality when there are more people working on a task. Increasing returns to scale applies in a battle as well as in economics, you know. Well, up to a certain point, then any more people on your side makes the organisation deteriorate.
However, I do agree with the opinion that the solaris turrets need some serious tweaking to be a real option for capital ship pilots. I'd much rather stick with secondaries for anti-bomber tasks right now, as Im sure everyone else would too.
I also somewhat agree with the opinion that bombers are perhaps too effective against cruisers and battlecruisers, but I do not believe that there is an easy solution to keep bombers effective against battleships while reducing their effectiveness against cruisers and battlecruisers.
