I looked at this as being a joke at first, left, then came back and re-read. This is actually a good idea, and your right, it is going to lead there the way its going.
But may I point out a few things for future reference.....
1. Factions. Only a certain number of factions would be available to choose from. This excludes Wild, Nomads, and Guard reps. And possibly a lot more(Coalition, neutral, admin, blah blah blah)
2. Price. This will definitely have a price. Think of it more as a bribe. A common bribe costs up to almost a million credits that I have seen so far., so the price should be around 1-2 million per usage.
3. Convenience. This will provide people a way to jump straight into RPing instead of having to spend hours on end just to create the character. Another thing this will help is if someone chooses to take a character, and convert it to something else(ex. Corsair to Outcast). In that example, it would take a very good bit of time to do. Time that some players don't have.
4. Abuse. Yes, in a way, even with the things listed above, this could be abused. Example: bounties. Someone places a bounty on someone saying they have a outcast id/iff, and by the time a BH gets to him, its something completely different. I know, lame example of abuse, but it would probably get done.
Im sure there are TONS of other points that I haven't listed, but I don't feel like going into them right this second. All I know is it would be good to have, but I doubt it will be implemented. And as said, "Might as well take that inch and stretch it into a mile already."
Well, if Baltar meant what I think he meant, he's saying we need to go to the other way.
When I made my first Liberty Navy Guard tag, it was a lot of work, a lot of missions, a even more time dropping the other factions.
Then I made the Corsair Guard, like.... 1/3 of the time than the Navy.
Then I made the Bounty Hunter Guard, same as corsair if you know where to work.
Now, in .85 they said, players would need the Guard to be allowed to fly a capital ship, first I thought "hey, great we will have less capwhores in Liberty" because it takes a very long time to get the Navy Guard TAG. But, I was wrong, they (we) only need to be friendly to the Guard to be able to buy the Guard ID. Well, that should be the first step, and people should have the Guard TAG too.
And as it's not preventing capwhores, even worst, now the capwhores think they are allowed to be capwhores "Hey I have the guard ID, do I have to do something else?!"
I say.... and it's just me for now.... NO to the /droprep, and force the capital ships to have the guard TAG.
And for those factions that are really easy to get the guard tag, make it harder.
Because clearly you can only ever possibly either make setting up a capital ship retardedly hard, or have a server full of capwhores.
Look, I've been on the receiving end of capwhores. Two egregious examples involve something blasting my Starblazer without a word and my Scimitar being obliterated by a Bounty Hunter Battleship. My largest ship is a Gunship, so making it easier doesn't benefit me.
But you know what? Flying all over Sirius shooting NPCs from factions you shouldn't ever even see is not within RP. Intentionally failing missions to drop a tag is not within RP. All it accomplishes is being a hindrance to people, discouraging not only those who would abuse a capital, but also those who would play it properly.
I would rather take the good and the bad than throw all of it out the door.
@ Geisha_Maiko: Very true ... anything can be abused. But if we're gonna have a rep fixing tool ... lets just make a /setrep command that can only be used once per character ... and at no cost. That way when new guys come online or if we old farts make a new character we can go straight to the faction we choose (teleport to their home world) where there would be basic ships and equipment for new players (as if they were in New York). Nobody would have to repfix to get their role play going and we'd have less congestion in New York (or Liberty for that matter).
@ Linkero: If we limit this command to just once per character ... and charge nothing ... we'll be golden. Far less chance for abuse if you only get to choose your starting rep. Then any rep adjustments you make from there would be on your own. I think its a fairly reasonable compromise.
@ casero: This thread was initially intended to point out how something can be taken too far. However, I am starting to think this command would be worthwhile ... provided it was only useful once per character ... intended to get people off to their role play rep they choose.

What if it could only be used if the total online time was under some certain amount, the same way the character purging works?

You know, now that I think about it, I actually likey:P
Less wasted time+more time to RP+less people who are merely repfixing filling up slots+less character spam in New York+less excuse for those people with Hacker tags and Outcast IDs (...).
Only problem I can see is that the SSD will go out of business =/
