They're against the expansion of the growing of food via Planetforming, one of only two options available to Bretonia, the other being Synth Foods.

Indeed. I think, however, that one of the greatest conflicts arising from this thread is that western ideals are being applied to a nation who's relationships are distinctly unwestern.
This is a mistake which is being performed by both sides.
Furthermore, while I abhor the utilization of real life references to a video game (it being the practice of the lazy and feeble minded in my humble opinion) the utilization of organizations such as Black Water is doubly inappropriate. An organization such as the Mandalorians would fit that model, whereas the FA, being a conservative domestic terrorist organization, would not.

That option was probably explored by Bretonia, hundreds of years ago when Planetform was formed. The chances are that there wouldn't be enough at competitive prices.
