It supposedly can be "abused" to get a guard rep fast.
You bribe/double bribe a faction, then /droprep to reduce your rep to white. You then drop missions until you can get a second bribe/double bribe. Repeat until full guard rep.
I don't really see the difference between that method and simply dropping missions. Takes a bit less time with the drop rep command, but who really cares.
Last thing I heard was that it cost around 750k to use once. I used it to get my RepEx tag and basically saved me from dropping missions for the RFP.
All in all it's a nice command, and it basically cuts the time it takes to loose the tag of a certain group.
Now let's say you want a corsair guard tag and ID, here's what you do: get double or triple corsair bribe, use droprep to loose the 'sair tag, then drop a bunch of missions until you can use a double/triple bribe again ect ect until you have your guard tag/ID. The only thing that droprep does is shorten the stupid grind of dropping missions. I really don't understand the people who whine and bitch about the command. of course it's "easier" to get that guard tag/ID because now it simply takes less time.
but believe me I have looked far and long for a zoner double or triple bribe and I simply cannot find it. and that is starting to piss me off... O.o
I thought it was around 300k? It'd be nice if, say, the first usage was free for new players, etc to just fix up their rep.
It was quite nice the other day when I realized I had accidentally gotten Bretonia Police IFF instead of Gateway. Instead of having to fly back to Bretonia (we were on a trade mission), I was able to just fix it up quick, without having to drop missions, relog, drop missions, relog, etc, etc.
It's sort of difficult to abuse, since it ONLY will drop a rep that is full - and it will only drop ONE rep at a time, as the command tells you to log off to make the change effective.
I can't see it as being abused - hell, it finally allowed me to get my freelancer character IFF'd instead of trying to spend 100 hours doing rep fixing. (Minor details - had more than 20 assorted reps totally green - so yes, this did cost me about 7 million credits.)

You don't need to log off, the tag changes, but you don't have the flashing rep until you do.
Also, LN Guard carrier with ~30 full green reps ('sair, Gaian, and BHG included) takes forever to fix. Also it looks really funny to see a Gaian tagged LN Carrier flying to a base.
