Ok, after a bit of conversation, You have an installation problem, we think your problem is one of the following.
1) When you run FLMM, you need to active the program using the Admin option, if you dont, you will get an error message when activating the mod.
2) You may have a corrupt copy of Freelancer.
3) You may have a registry error from an messed up uninstall.
Worst comes to worst run the DsInstallChecker.exe in the Freelancer directory. This creates a list of checks that you can then compare with the results from a working Freelancer to figure out the problem.
I used to have that problem on my old computer, and lived with it for about 3/4 months. Eventually got a new comp, but that wont work for everyone. Apart from what Zelot has already said, there is not much you can do.
If you have vista, run everything freelancer on admin (do this by right clicking on the icon, you'll be surprised how many people dont spot such simple things).
He said he was running Vista Home Basic - that's only available in 32 bit.
I had Freelancer installed for a while on my son's computer, and it ran fine. I almost wish he hadn't moved out, because it was sweet on there.
Vista 64 bit, 6 GB RAM, quad core processors at 2.67 GHz each, and the Nvidia 9800 graphics card with 512K RAM on that, too. And yes, it did run fine, with UAC and a couple of tweaks I made to the admin settings.

I had this problem before. It comes from a problem with the Freelancer.ini missing an entry that links the game to the custom DLLs that store the names for all of Discoverys' new stuff.
I don't know what you're doing to cause it, but when I caused the problem it was from manually applying the global work around mod to my freelancer after I activated the discovery mod.
