The only problem I see is that to get the ID you have to have full Rheinland Military Guard reputation, and that would be really hard to get for each member.
Maybe it could be made so you only need to be neutral with RM Guard to buy it.
Full guard rep? Ouch. Well, it can prove dedication I suppose, not much else.

If you think Rheinland is faction spamming, take a good long look across the border and you'll find that Liberty has at least two times more factions then we do.
P.S. not all of them are Military, RZU is probably going to be Buro der Marineintelligenz anyway

While reading the cover of a magazine about the Templars, it came to my mind that noone currently is really playing the "Kirche des gruenen Adlers" (church of the green eagle) praising the Gottkanzler and maybe purifying the libertonian infidels. You might think about playing the part of the religious fanatics within Rheinland. (Even if Rheinhardt doesn't consider himself godlike if I remember it correctly)
Just an idea that came to my mind and might be worth thinking about it.

Alright I was up chillin at a college this weekend and I kept an eye on this. Here's the two options I see that would allow the RZU to work.. oh and I'm changing the name since everyone doesn't like it.
1. The RZU becomes the Westfallen Fighter Wing with a RM id and iff. If this happens one of two things happen.
A. It becomes simply the [WFW] and is a faction of its own
B. (this is what I prefer) If Virus deems it acceptable it becomes a fighter wing of the RM [RM]-----(WFW) and therefore I'd put myself and the WFW under at least Virus' supervision and we can work out details of rank structure etc. but it'd keep the same goals and operational manner as planned here.
2. The RZU becomes the intelligence agency ID type and is the Westfallen Buro der Marineintelligenz Wing--shortened to Westfallen Intelligence Wing [WIW] and does its listed objectives under that status.
Thats what I've come to with everyones suggestions

Marinenachrichtendienst ID. MND ID.

To do what? Fight the LN in New York? Hardly. The only thing the MND has to do is to defend Rheinland against Wild attacks. Otherwise, it is the exact same as the Military.
Since I've been PMed to respond, here's my opinion. I can tell you right now that you won't like it. However, it only comes from the many years experience I have in this game.
If you want to RP something in Rheinland, and do it well, join the RFP) or the [RM]. Numerous little unofficial factions just helps to destroy the atmosphere and promote bickering and stupidity between members of the same faction. Under a single banner, everyone has a mediator (namely the leader), a representative, and has a sense of respect that having the official faction tag provides.
As it is, my official stance on anything has always been: "Join the faction." You get to know more people, have more fun, and you get to be part of actual role-play in Rheinland. For a pirate faction, it is different. They aren't a military, they aren't organized into a ranking structure. Even if you are the top of your little group of friends, you're still the lowest rank in Rheinland, no matter if you decided to put "Adm" at the end of your name or not.
Forgive me if this is a rant or not what you wanted (since I am pretty sure it isn't), but I rarely support anyone creating more factions where there already is one. I am always open to suggestions to make the [RM] better and allow you to fit in, but separating yourself from the main faction isn't going to help.
On a side note; yes, I think the faction described here is a combination of Military and Police.
The only reason Rheinland operates in its totalitarian military structure is because the RM chose to promote and develop the Gottkanzler that way. Which subsequently has placed RM as the only logical and practical implementation of federal and military power now.
You essentially locked out alternatives, and then take the step forward of discouraging them and encouraging them to your banner. This doesn't exactly foster the sense of freedom and creativity that we all seem to cherish.
As for this faction? Its concept is a mix of new and old. Just like a lot of things here, people try and play, make and unmake. Its life, but sometimes we make a little too quickly.
I don't like it as its described now, it doesn't feel cohesive and well thought out to me. I hate to throw back to the YANF days of late '07 but its the feeling I'm getting. Take it back, clean it up. Think about it, make your proposal seem more professional and well constructed.
Some of the best advice I can give you though would be to fly with the [RM], get the feeling of the way our Rheinland operates. Learn her sexy satin covered curves and then try and seduce us again. Just because its not right now, doesn't mean it always will be.
