Yes, they are. The infocard lists all the tracking/speed stats as the same as in 4.84.
In truth, they track better than 4.84 sidewinders.

Can someone look into this? Any possible changes made, other than increased damage?
I've used them, and they track insanely well compared to 4.84. Even other users have identified this problem.

I think it's a bit of a stretch to say they are bugged. Unbalanced or overpowered, maybe, but not bugged. My theory as to why the cannonball seems better in 4.85 than its' predecessor is the hidden values not displayed on the info card, such as acceleration, detonation distance. Stuff like that.

I think they are tracking too good.
You can shoot them from a very open angle, and they hit.

in the last fight i used CB's in, i scored one splash hit. i fired from both long range.(650m) and short range.(130m) i got a hit or two on his shields(i know i should not shoot at shields)

i will say that they have good tracking, but dont seem to hit for me.

oh wait... i ended up insta'ing myself with my own CB in that fight...

fully armored eagle. i had taken some hull damage.( i might have got hit by my opponents CB a second before. then got insta'ed by my own CB)

They do seem to have insanely good tracking, but only when other people fire them at me. When I fire them, they just wander away and fly off into the distance, so maybe I just fail with them.

I'm pretty sure its' ANZLAG. Only Sidewinders seem to work for me. Or maybe we do just suck with missiles.
