Leave it as it is.
Why? because server constantly being full is a short term problem.
As the popularity starts declining, your problem will be solved. (I would give it 4 months... 6 tops)
See the problem is, the majority of public uses third party apps to see where everything is so their interest in this game goes away very soon. Considering this mod is so big, I would expect this problem to take its time going away, but trust me it will go away. It is the nature of the beast.
I expect it to settle down at around 120 people over the weekend and aeound 80 over weekdays. Then slowly decline afterwards.
Also there is USA server that could potentially cater to USA community if its popularity starts picking up. My problem with that server is you start out neutral to all.
Im for shared database, it would be great to choose server when i want to play.
Im not sure if DiscoverySrv is destroying other server, you provide very good mod server with great support and rules, so i dissaprove with that statement. Its same like economy, trading, everyone can choose exactly what he wants, so other server should come with something better and that could be reason to play there.
Two separate servers with the same, auto-updating character database would be best, I think. If we made it so you could switch servers whilst in the middle of playing the game, you could be chasing someone through a jump hole, and then when you get to the other side, you discovery they are not there, because lo and behold, the other server had better ping rates for them, but not for you. It'd be like an F1, except it could not be helped..
Even if we don't really need a second server right now, I wouldn't mind having one that gives me at least 50 less ping than the current one (I'm always at 250+ ping, even though I have fiber-optic internet; how ironic..). That way I'd actually be able to hit stuff..

I know it's been open, but I was just saying it'd be nice to have a server that sync's with the current one that gave me a ping of oh say.. 100 instead of 250?

Actually, the idea (or concept) behind the double server is that it caters to a section of the Discovery Universe. Lets say that Kusari, Bretonia, Galia and the systems surrounding that area are on one server, and Liberty, Rhineland, Outcasts/Corsairs, and the systems surrounding that area are on the other. Now if you go between the two "Regions" as it were, you would be automatically transfered to that server. If you were chasing someone down and they transfered to the Region, of course, you would follow as well.
At least, that is how I understood it when I first read this idea a few months back.

I'm 99% sure that the FL server application would not allow this, although it is a very nice idea. If MS would ever release the source code (not going to happen) then someonw could code a fix for this, but I can't see how it could be done otherwise.

Less lag and more NPCs but not more players.

The FLserver application doesn't allow this. The trick is to hack it until it does. At some point in the future, as a minimum we will end up with a shared character database with a second server...*goes back to hacking*
