simply put: each engine has a constant power drain, and cruise power drain.
If the cruise power drain was equal to the regeneration rate, the current stored power level - your "energy bar" - would "freeze".
That means when a heavy battleship tries to kill your light cruiser / gunboat with mortars and a salvo of primaries, then cruises to get to point blank to murder you with mortars...
It would have much less power to work with. This would not change top cruising speed or anything else.
Or when a gunboat unloads missiles at you and cruises to catch up, it can't murder you with emp/razor combo or a missile salvo up close again.
What makes me suggest this:
the HUGE amount of capital ships (mostly of a certain faction that I will not name here, but there are others)...
that keep breaking the rule 5.6, making all capital ship balance go right out the window.
Reports don't help, because you're already screwed and an epic battle ruined.
when a warship engages cruise to catch up if you have NOT engaged cruise before - it is violating the rules and can be reported ( if you feel that its important enough to file a report about it )
if you have engaged cruise ( hence you are considered fleeing and should be on your way out of the system on the shortest way possible ) - the capital ship can engage cruise itself anyway.
so it is covered by the rules. - either it is allowed to cruise ( chasing ) and shouldn t be punished for it, - or it is violating a rule and can be ooc punished for it ( sanction )
there s no case left out. i don t think we need to further nerf a ship when all the possible cases are already dealt with.
It doesn't seem fair on those people who use their capital ships legitimately. You must be incredibly unlucky or be flying in the wrong parts of Sirius if you think a "huge" amount of capital ship pilots are breaking the rules. Or maybe you were just making an assumption based off one or two events.
There is already a solution, and a nerf is not required.
Personally I've always thought it would be nice if the game mechanics made it harder for a cap ship to re-engage so there would be no need for these rules. It would add to the immersion as well, cause as it is there is no in RP reason to not cruise and re-engage often. The different cruise charge times has definitely helped. The other thing I had thought of before was altering the cruise speed for different ships to help, not by much, just enough, like changing it to 345 on caps or something.
As for the power drain idea, i think it is interesting, right now I am kinda on the fence, I'll think on it more though.

Yes, that is correct. But the problem with it is ... some of those ships are still there, still doing it and they keep ruining it for everyone else for literally days, because the administration is busy (I do'nt blame them).
My intention is not to nerf the ships, but to nerf their ability to break the server rules and reduce the damage they cause by doing so. Hance "Nerfing capship reengaging abilities" but not "nerfing capships".

Edit: also, using cruise to catch up is one of the hardest to prove in a violation report.
You have to prove:
- that there was a fight
- that the violator engaged cruise
- that he's closing up on you and you didn't use cruise or reverse
- that he's firing again up close
When someone is closing on you, the ship engines are away from you, so it's really tricky to screen that his cruise is on. (yeah, gotta learn how to quickly use fraps and compress the video, I guess. a tutorial would be appreciated)
now all that with timestamps, and you want to survive it as well - when you're under fire from other ships than the violator, and his "friends" completely don't care that he's doing something unfair.
I have thought this through again and carefully. And I do not believe it will affect / harm people who aren't using cruise to catch up and are playing normally. If you can think of such a case, please share.
Well i've suggested that about half a year ago... It can be done. And should be. some 200k drain on battleships. The problem is that diffrent ships have diffrent regens yet same engines...

Yeah, I figured that as well. It's not like it'll be done in a minute. We can try one or two at first, test it, and if there is no problem, apply it to the rest along with the reconfigurations, needed.
We could start with battleships. However there might be a better way. Changing the effect of engines so cruise charge can be seen from 2k.... large sparks and other sh....
