that s because you have tried to fire it before it was ready to fire, which resets it again.
its refire rate is .25 i belive, which means it can fire once every four seconds, meaning that if you fire, and then try to fire it after 3.9999 seconds, then it will not fire, and will take another four seconds to fire.

Actually that's not true, or you wouldn't be able to hold down the shoot button for any weapon, including guns. To prove it, I loaded up my openSP Barghest and fired the SN off into space, then rapidly clicked the fire button. There was no delay before it fired again.

I also tested it on a Liberty Rogue Gunboat with 2 Battle Razors. There was no delay. I don't know where you got your info from, but check your sources again, because they're wrong.
