I sincerely suggest that if you join one side of the law in a house, you join the other too, for example LR & LPI. Both good factions, more active than most. XA is good too. As you can see, I live in Liberty. May also consider joining the BHG. Yeah, sure, there's forum rants everywhere about Hunters in general, but if you manage to get to an event or a group raid, you'll find your teamwork and group RP.
Don't judge a faction by their 'activity'. Not everyone is in the same time zone, and most people have other commitments whether RL or FL. I live in Australia, and often find myself pulling the deadshift solo.
I find it hard to judge whatsoever a faction that I cannot find online. I do not blame you for not reading everything that I have written, it's too much and you have the jist of it. Previously, I had indicated that I had moved my play throughout the day to try to catch everyone that I could. Or maybe I haven't typed that? Heh, there's too much to go back and check.
In any case, the only time that I have not played are the hours between 2:00AM an 8:00AM, GMT-8. The only guild that I had problems finding any of, were the LH that I mentioned. Let me retract that and instead say that I have only seen people attempting to become Lane Hackers online. Of those, I have met a few, all of which decided not to join in the end for the same reasons as myself. Again, I hold no ill will towards the LH, real life calls.
I like the idea of joining both sides in a particular system. I had considered building a lawful character based on the guard from which my unlawful character escaped, or perhaps the bounty hunter that wants to catch him and asks after his presence. In the end, I found that too self serving. I think I may just be better off having one character to a system for now. I've got enough on my plate as is for now, which is exactly what I wanted.
Making a Hunter or some other character with the purpose of chasing another of your characters is a little hard, seeing as they can never physically meet unless you trust somebody else enough to play one temporarily. Better to arrange to have a friend make one and you the other, I think.

Join the [369th] Mist Fleet.
Its unofficial, AND I WILL understand, if you don't want to join. I am just suggesting it, because we/I need members for it. We are lane hackers, who do the same-old pirating-lane hacking, but our main goal for now, is to take down the liberty government, and then to going for Ageiras throat. We will not stand by, looking how they ruin millions of peoples with their actions.
Again, I do not blame anyone for not combing this thread, but I have decided to join the Rogues. For future characters, I WILL be consulting this thread as a means of deciding where to go. I appreciate the support and everyone who has invited me to join a particular faction.

Anyway. I supports the order. They are awesome, but unfortunatley they have closed recruitment. Try a basic faction so you can get used to discovery (if youve only just started playing). Theres a "decide what faction is right for you" somewhere...
We're on the smaller side so we're pretty much always accepting good role players.
We're in the process of purchasing the Tottori system and there are going to be some really cool and exciting things built in. Think the Vegas of Sirius. Things will get really fun out there so if you want get started soon and beat the rush! Here's the link if you're interested:

The fact that the LH player faction doesn't use any tags in their names may be partially responsible for your feeling, since you can't identify them just from the player list... But otherwise, I've seen them around quite often actually.
But the Raven, sitting lonely on that placid bust, spoke only
That one word, as if his soul in that one word he did outpour.
Nothing further then he uttered; not a feather then he fluttered--
Till I scarcely more than muttered, "Other friends have flown before--
On the morrow he will leave me, as my Hopes have flown before."
<blockquote>Then the bird said, "Nevermore."</blockquote>

We've been doing this for quite some time now, and though we still get bad apples once in a while, we weed them out as fast as we spot them, and we've managed to keep a roster worth noting.
Retaliation is a story that was based on in-game events and was a lot of fun.

As a sidenote, the LR are made of win too.
