YOU CAN RP THAT TOO!
But then I also remember:
Military fighters in Magellan - yup
Military caps in Bretonia - New London and Leeds as far as I remember
Military caps in Tau-29 and 31 - which means they had to go through Kusari
Military caps in Sigma-13 system - try doing it now and you'll get spamraped with messages on how OORP you are.
Look, that was a case with a long, pre-arranged diplomaing meeting between the official government officials, that is different then just saying you are doing that, that is simple power gaming.
Also as to all of your examples, they were simply doing things that they were not suppost to and could be considered rouge elements.
That cruiser was there on a diplomatic mission to Liberty.
Of Course it was! just stopped in New London for Tea with with the Queen!

I like this idea, Kinda like a "Red October" deal, that would of been accepted as RP, if any had gone on.
Not all new players, actually the fewest, are familiar with the rules and all the traps they
provide.
Acting like a Big Bully pounding on rules they might just don't know, I know not knowing is
not an excuse, is just poor sportsmanship.
All of us are here to have some fun in the leisure time - so be a helpfull player/comrade
at the very first place instead of just being a jerk looking for poor resasons to get others
in trouble/sanctioned.
Help is much more appreciated then punishment.
Again not trying to get anybody in trouble, haven't tried to sanction anybody, even tried to RP with him.
