I don't think this idea has come up yet, so I'm going to throw this out.

We have a spaceship crew, scientists, passengers, vacationers, and prisoners. How about a full itemized crew? For example: Captain/commander, co-pilot, navigator, weapons tech/gunner, science officer, engineer, medical technician, and cargo handlers(for traders).

These could be sold on all of the House capital planets and pirate home worlds (and head pirate outposts that don't have planetary bases). The cost could be reasonable and slightly varied, so as not to be too expensive. Captain: 3,000 cr. / co-pilot 1,500 cr. / navigator 1,500 cr. / gunner, science officer, engineer, medical tech 1,000 cr. and cargo handlers 500 cr.

The cost of the crew members would remain the same anywhere, so trading them would not be an option (unless of course they vary slightly like the spaceship crew does. Crete might need navigators, while Malta might be short on medical techs.)

This would enhance the RP feel of piloting a larger ship in my opinion, and not be as generic as just a spaceship crew. Fighters obviously wouldn't need any, but bombers could benefit from a co-pilot and a gunner, traders could benefit from all the above, with more cargo handlers than anything else, and cruiser/batt. commanders would obviously have more gunners and engineers than anything.

Another possibility would be ship guards for prison liners (available at prison stations) and lux liner crews available on planets such as Curacao, Baden Baden and Lux Liner Hawaii.

I think traders wouldn't use them, I imagine the cargo space all of those crewmen take must be huge. I also never quite understood why people would be sitting in the cargo hold.

someone else in another topic somewhere brought up the posibility of having the crew equipable to the ship... this may assist in what he is proposing.

I was going to suggest that, but it might be too hard to implement. That would be excellent though..... guns doing slightly more damage with a gunner for each weapon, cargo selling for a slightly higher price for having, say, 1 cargo handler for each 300 cargo space, damaged shields repairing faster for an engineering crew aboard, etc. Possibly FL Hook?

Personally, I think it's stupid to keep your crew in your cargo bay. Your mechanic isn't much good if he's not in your engine room, but lounging around in your Cargo Bay instead.
I roleplay my crew being on board my ship. I don't need commodities to tell me that they are there, that's what the roleplay is for.

Since we don't have ship layouts, there's not much we can do about it. The cargo hold is the only place to carry things that aren't bolted to your ship. Just like vacationers are stuck in the cargo holds on lux liners. I'm sure they are upset about that, but one just assumes that they aren't in the hold, but moving freely about the ship.

What does a ship layout have to do with Roleplay? What's wrong with saying "My Captain is in the bridge, and not sitting in my cargo hold like a lump of dirt"
Do you really need a physical (well, about as physical as something in a game can get) commodity to let yourself imagine you have a ship crew on board? You already said you roleplay that they aren't in the cargo bay, but in your ship. Why not take it one step further and not have them in your cargo bay at all?
Why is it necessary? It's not, at all. Things that are added to the game purely for vanity purposes are a waste of time and space, same goes with trying to substitute Roleplay for Game mechanics.

As for passengers and other human cargo, I would choose to roleplay the commodity as their luggage and not the physical person.

You're right, it's not necessary at all and there's nothing wrong with saying you have a captain and crew. Some players like having such things visible, some(like yourself) like to pretend they are there. Both player types are right. If you don't want to carry them as commodities, then by all means don't buy them.

Just like I carry cardamine, food rations, water, and light arms in my RoS fighter, some others enjoy carrying things to make their ship feel more 'real'. It's a matter of personal opinion what you choose to carry, and for those of us who like to compliment our ships, it would be nice to have a few more options.
