That's the idea, I assume... But they aren't allowed to act like that. They can kill pirates/unlawfuls (which BHG/mercs/freelancers can also do), and they can ask smugglers to drop contraband. But they can't blow up smugglers unless they fail to drop it (though it doesn't specifically say they can, like most others IDs do, it's merely implied).
Some of the restrictions on the ID are understandable, but others are not. Restricting them from getting otherwise freely available civilian ships is not.

Really, if I was concerned with PVP viability, I'd just shut up and use a damn Eagle. I wouldn't be trying to get the freaking Marauder added to the ID. I'm simply trying to get rid of completely arbitrary restrictions that really serve no purpose.

But yeah, the restrictions don't make any sense at all. As it stands, they just make the Vigilante into an extremely bland bounty hunter that can fly an Eagle.
Either it was done for a specific reason unknown to use or it just wasn't considered when the ID was made. My guess would be saying "Civilian Ships Only" leaves too much room for the imagination, and listing all the Civilian ships would make the ID too long.
I'm with Thex. It's quite silly and rather... Shall we say, seemingly ill-thought out?
But then there's my recommendation of allowing freighters of 800 cargo or less, but that only ever drew Thexare's attention... Thanks for noticing, by the way. - And proceeded to get buried in the depths of nothingness. Anywho, it makes perfect sense that if some angry citizen in a Starflier (Or rather, a Falcon) could go rage on some unlawfuls, an angry citizen in a Rhino could - or even an armored transport, assuming it wasn't corporately owned.
*shrug* I honestly think the ID was pumped out rather quickly and with a lack of forethought.
One thing that comes to mind is that a Vigilante can only land on Freelance, IMG, BHG, Zoner, and Neutral bases. Kingfisher, for example, is on Manhattan, which brings to the fact that a Vigilante was using outside sources to get his stuff, Rpable, but really can see some problems there.
A base I found has the V1B Viper (it was called that in 4.84, They changed the name "Viper" on it), its labeled as Civilian now. As far as ties go, the Base was either IMG or Zoner, being a freeport, and i've yet to see the unlawful ties the thing might pertain to, or any reason a vigilante couldn't get the ship. It's also pretty decent which is why i bring it up.
