These are valid points, non-aligned police and navy still need to RP their roles properly. I had an independent LPI in 4.84, whenever I had a question I found that other LPI or LN, official faction or not, usually were willing to help me understand and play my role better.
That's the big thing, asking questions and getting answers other than "look it up on the forum." I've literally spend hours looking for things on this forum and finally went back to the guy that insisted it was here and asking for some kind of link/web address where I might find it. There is years worth of outdated trash in these forums that has a way of making the search function useless.

Okay me matey's first things first, its a 5,000 Credit fine for Blood Diamonds from the LPI who regard themselves as greedy flatfoots - You might as well complain that Zapp taxes you a very MEASLY amount for loitering near Manhattan - Its in the LPI's RP to get you big for a misdemeanor or other.
Its even said in SP that the LPI are throwing practically everyone into Jail (Lengths vary) for practically anything just to make a buck, some guy got arrested for loitering and was at one of the LPI's Factories for 2 days before he was released... Needless to say the fact stands that, the LPI arnt charging you ridiculous amounts of credits; But just exerting their RP.
As for the Rheinlander - If you where in Liberty at the time, then you might as well come in with a giant Rheinland Flag and yell "DEATH TO ADMIRAL HALE!" - We kill/arrest/other any Rheinlanders in our space... Even if its not in the law, we don't like Rheinland Ships and Rheinland Equiptment flying around.... Infact most of the time we merely want a speckle or two of RP from said 'Rheinland'-user and he just runs from us... Its almost as bad as the fact that very few smugglers ever pay the fine, so alot of guys don't even bother...

be reasonable. - firstly... all the incidents you describe appear to be what i d call "good attempts to RP a law enforcer" and nowhere near a "10mil or die, - you make 100 million in 40 min anyway!!!"
handing over pirates? - you should be HAPPY! - there is someone who is doing YOUR job and ( in RP ) taking them to a nearby prison ( its not like the prison guards pay you for delivering them much, its a good civilians duty to take them there ) - fine 5000 credits? - now if it had been 500k or 5 million - that d be unreasonable - but 5k? - thats certainly a RP action.
secondly - last time i was on my BHG, i came across a smuggler in the bordersystems between bretonia and rheinland. - and i spend a lot of time reading the forum. - but i had to alt-tap out to search for any contract for the BHG. ( yes, you know, BHG must not attack anyone unless there is a valid and active forum bounty posted )
so, i alt tab, and search threads, first the obvious ones, then possible private ones ( searchpattern: "bounties bretonia rheinland" )
and it turned out that there were bounties on that incident, but only for specific ships - in specific regions.
it is IMPOSSIBLE to keep that all in mind unless you dedicate a much bigger portion of your life to this game than i am peronally up to dedicate to it. needless to say, the smuggler was gone ( after around 10 minutes searching )
how many official [KNF] know the whole legal codex AND the ships that have special allowences? how many [LN] are aware of all the twisted laws around? pretty much everyone has to look up the laws to be 100% sure.
and then there is the odd smuggler that is a liar and a cheater in RP. - when i m on my pirate... i WILL deceive others - make them uncertain to gain an advantage. - you d be surprised that you can make almost everyone uncertain in RP ( which on our server ... very sadly ... means ... make them afraid to violate a rule and open up their ooc defenses to a sanction )
so, your accusation is unfounded, i think. - the vast amount of "laws" is overwhelming - no one can keep it all in mind... and you should be grateful when you meet someone that RPs you a fine that obviously is just a "gesture" or you can also think of it as a "minor bribe". - he asks for 5k - so what... maybe its a law, maybe not.
pay up, make a screen ( no, not for sanctions ) - and if he catches you for REAL next time, rub the "false" incident under his nose.... and he will let you go. THAT is how you could have RPed it out. RP blackmailing.

One problem with that Jinx, the LSF has bigger dirt on everyone.
And for any other lawfuls reading this, KINDLY ask for the 'pirate' pilots and claim that your ship is more specially capable of detaining men... And then if they refuse, stalk them to make sure they arnt gonna go human sacrifice and stuff... Its perfectly reasonable.

most certainly... it just is a question if the LSF bothers with a mere trader / smuggler. - it can of course ( in lack of real things to do - due to the limited game mechanics )
it was just to show how to work it to your advantages in RP. - have the trader blackmail the police officer. - what does this trader know of the LSF and what they know about him? - maybe he ll be surprised - and so the RP goes back and forth.
but going to the forum interrupts what could have become a minor but beneficial RP line.

Its just hard for a beginner to find the informations or even to know the which informations you need, but in my case i can say i try to rp as my knowledge, ID tells me to do...

Rhubbarb was dealt with via Bounty...he then engaged my freelancer in front of manhattan, and was destroyed.
LPI's ....stance....on rhubbarb earlier was, that unless the chief came down, Rhubbarb was out of their "control", and his Lolwutting behavior was not sanctioned by LPI/LSF/LN...for this you get kudos.
Rhubbarb, and other "pretenders" should be jailed, for such actions...however, until then We freelancers, and others, are happy to fulfill bounty contracts, as long as we arent putting them on them.
